Description
This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from POTENTIAL SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS WITH A MINIMUM SINGLE BONDING CAPACITY OF $10M concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. PROJECT DESCRIPTION: This project will be a Firm-Fixed Price Design-Build construction contract to construct an Electrical Vault located on the runway on Joint Base Andrews Naval Air Facility, MD. In accordance with DFAR 236.204 - Disclosure of the magnitude of construction projects, the magnitude of this project is between $10,000,000 and $25,000,000. The NAICS code for this solicitation will be 236220 with a size standard of $36.5M. Additional project details include the following: The scope of this contract will include the designing and construction of an electrical vault and associated duct banks. The purpose of the electrical vault is to increase the reliability of the airfield lighting system. The East Electrical Vault will be a hardened, one story facility approximately 5,000 square feet in combined Gross Area. The facility must comply with all applicable codes and regulations including: MILCON planning reports, the Base Architectural Compatibility Plan, Unified Facilities Criteria, International Building Code, American Society of Civil Engineers Standards, as well as Base requirements and standards. During final design, preparation of a Non-Explosive Exposed Site Plan and an Explosives Safety Plan will be required. The site is clear of above ground facilities with existing surface elevations above the 100 Year Flood Elevation. Topographical survey required to confirm utility crossings. The Contractor is responsible for site improvement including utility connections, access driveway and storm water management. The Contractor will also be responsible for airfield escort support, provisions for ramp freezes and Instrument Landing System shutdowns as appropriate. The Contractor shall be required to perform all work in accordance with the access and security requirements of Joint Base Andrews Naval Air Facility. All personnel working on any project relating to this acquisition must be a United States citizen. Responses should include the following information in your response: the Source Sought Solicitation number assigned by USACE, details of similar contracts to include contract number, project references (including owner with phone number and email address), size of contracts and scope of the projects. Additionally, provide information on your bonding capability - both single and aggregate as well as small business categories. Narratives shall be no longer than five pages. The Government is only interested in responses from small businesses that are capable of executing this potential contract as a prime contractor. Please identify your federally designated small business category or categories. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Offerors but may support their submission with other information in any format. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM SMALL BUSINESS COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONTRACTORS WITH MINIMUM SINGLE BONDING CAPABILITY OF $10,000,000.
