- A Draft solicitation exist on the ASFI website. Use the link provided to access the draft solicitation. *** THIS IS A DRAFT SOLICITATION ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). The Government is not soliciting any proposal submissions in response to the DRAFT Sections of the RFP. The Government does not intend to award a contract on the basis of this DRAFT Solicitation. *** This DRAFT RFP is intended to provide offerors with the most updated information that the Government plans to include in the final RFP. However, offerors are cautioned that this is still just a DRAFT and all information included in Sections A through K of the uniform contract format and Section L Proposal Instructions, and Section M Evaluation Criteria are subject to change. Technical Data Package documents are marked for Distribution D. Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only. Technical Data Package will be made available through the Procuring Contracting Officer upon request. To obtain a copy of the Technical Data Package (TDP), offerors will be required to submit the following forms: a valid Military Critical Technical Data Agreement (DD Form 2345) (Attachment 0013), a signed Technical Data Non-Disclosure Agreement (NDA) (Attachment 0012), and AMSTA-AR 1350 (Attachment 0011), which are attached in this Federal Business Opportunities (FBO) announcement. In addition, each company shall include the following information as a part of their request for Technical Data Package: Company Name: Address: Company Cage Number: DUNS Number: Company Size: Point of Contact: Technical Point of Contact: These forms and documents can be sent via e-mail to the Point of Contact/Contract Specialist listed below. Once completed and returned, it will then be determined by the Government to give access for the Technical Data Packages (TDPs) in DRAFT form to the offerors. Submission Information: As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 332311. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The following information is required to register in SAM: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. Solicitation is still expected to be released within approximately 30 calendar days (if not sooner) and will constitute the complete and final version of the RFP. Again, following the release of this DRAFT RFP the Government reserves the right to cancel, edit, or amend any RFP Section.
