Description
The U.S. Coast Guard Surface Forces Logistics Center has a requirement for Ultra High Pressure (UHP) Water Jet Blasting Services to remove coatings from the exterior surfaces of vessels during the vessels scheduled Drydock availabilities. The vessels vary among 378' High Endurance Cutters, 270' Medium Endurance Cutters, 225' Seagoing Buoy Tenders, 210' Medium Endurance Cutters, 175' Coastal Buoy Tender, 140' lce Breakers, USCGC Eagle 327', 110' and 87' Patrol Boats. The scope of work would include but not limited to the Underwater Body Surface including Appendages, Freeboard, Superstructure, Stacks, Masts, and Weather Decks. UHP water jet blast surface area to achieve a surface condition of WJ-2/L. Mechanical (power tool) clean, using vacuum assisted tools, to achieve 100% paint or coating removal of defined area. Surfaces not water blasted because of complex geometry or the impracticality of using UHP water blasting shall be power tool cleaned to a surface condition of SP-11. These surfaces may include handrails, stanchions, undersides of angles, window frames, areas adjacent to hoses, piping, electronic or electrical devices, and port lights. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, planning, and facilities for storage. The Contractor shall be responsible for training, certification, assignment, supervision, and control of employees in the performance of all contract work. The Contractor shall remove 100% of all designated coatings from the surfaces. The Contractor must be a SSPC (Society for Protective Coatings) member and QPl Ce1tified. Place of performance: U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD 21226. The Government anticipates awarding a fixed price requirements contract consisting of one base year and four option years. This is a total small business set aside. A solicitation is estimated to be posted on or around 5/11/15. The NAICS Code for this acquisition is 336611 and the Small Business Size standard is 1000 employees.
