Description
DESCRIPTION: The John F. Kennedy Center For The Performing Arts herewith issues a Request for Information (RFI)/Sources Sought for a potential replacement for 25 watt incandescent light bulbs. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THE RFI OR TO OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THE RFI. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP. INTRODUCTION: The John F. Kennedy Center for the Performing Arts, a national presidential monument and living memorial, presents more than 2,000 performances each year to audiences totaling nearly 2 million. The Center also hosts more than 1 million tourists each year. Sited on 17 acres, the facility includes 1.5 million square feet of usable space, including four major theaters (Eisenhower Theater, Opera House, Concert Hall, and Terrace Theater), several smaller theaters and educational facilities (including the Family Theater, Theater Lab, and the twin Millennium Stages), rehearsal spaces, and meeting rooms, and a 1,971 - space parking garage. The combined capacity of all the theater spaces totals over 7,200 seats. There are two public restaurants, one staff cafeteria, nine special event rooms, and five public halls or galleries. Three of the largest public halls or galleries contain interpretive exhibits, and the Grand Foyer-measuring six hundred feet long and sixty feet high-also contains a large bust of John F. Kennedy. The John F. Kennedy Center for the Performing Arts, in total, uses thousands of light bulbs. PURPOSE: The John F. Kennedy Center for the Performing Arts is continuously engaged in seeking more cost efficient, environmentally friendly technological solutions to its operational requirements to aid in the reduction of the public costs of operating and maintaining the monument. One of the goals of this type of action is to address inefficient building systems components. The John F. Kennedy Center for the Performing Arts currently operates, 365 days a year, in excess of 12,000 25 watt incandescent bulbs. The John F. Kennedy Center for the Performing Arts is seeking a technological replacement (Light Emitting Diode (LED), Graphene, or other) for the existing 25 watt incandescent bulb which it uses which shall have the following salient characteristics: ' 160 or 180 lumens ' 90+ Color Rendering Index (cri) ' Medium Base ' Clear ' Blunt Tip (not candelabra) ' Dimmable to 0% ' Underwriters Laboratories (UL) Listed ' Minimum 25,000 hour life expectancy (Mean Time To Failure (MTTF)) ' Ability to reorder same bulb for a minimum of 5 years Interested vendors are requested to provide detailed information including, but not limited to: ' Wattage ' Availability ' Cost per unit ' Cost break points ' Minimum production run Interested vendors who have products which are similar to but which do not meet all of the required salient characteristics are invited to provide information concerning how closely they meet the required salient characteristics and samples and also the detailed information requested above. Vendors should submit their responses electronically no later than May 8, 2015 to Mr. Hodford Brown, Contracting Officer, hrbrown@kennedy-center.org or Joel Blimline, Purchasing Agent, jwblimline@kennedy-center.org. The response should include the vendors name, address, point of contract (POC), telephone number and e-mail address. Kennedy Center For The Performing Arts issued a Request for Information (RFI)/Sources Sought for a potential replacement for 25 watt incandescent light bulbs. Various vendors have asked questions/raised issues which are addressed as follows: 1. Does the bid require ARRA compliance? Answer: No. The American Recovery and Reinvestment Act of 2009 (ARRA) does not apply. 2. Can you supply a photo of the current lamp? (POSSIBLE? TOP VIEW, SIDE VIEW, BOTTOM VIEW. Or is this even necessary? Answer: The replacement lamps do not have to resemble the current lamp. The only size restriction is length. A flame tip candelabra with a small to medium base conversion socket is too long. A straight medium base (with no conversion socket) with a blunt tip is short enough. 3. What kelvin color? Answer: 2400K. 4. Would a bulb that is dimmable to 1% be acceptable? Answer: No. The material requirement is that the bulb must be dimmable to 0%. 5. Issues: A) 160 - 180 lumens = very low wattage = 2 - 3 watts (COMMENT?) Answer: This best represents the reduction in energy consumption from a 25 watt incandescent bulb that is desired. B) 90+ Color Rendering Index (CRI) = very high (COMMENT) Answer: Requirement is to achieve as close to 90 CRI as possible. C) Ability to reorder same bulb for a minimum of 5 years = difficult to predict changes in manufacturing. (COMMENT?) Answer: The Kennedy Center will accept bulbs which are technically equal to or better than that initially provided over time given that the bulb would remain dimmable to 0% and the kelvin color would remain the same. Additional Questions from Industry and Answers: The John F. Kennedy Center For The Performing Arts issued a Request for Information (RFI)/Sources Sought for a potential replacement for 25 watt incandescent light bulbs. Various vendors have asked questions/raised issues which are addressed as follows: 1. How many bulbs does the Kennedy Center intend to buy from this bid? Answer: This is not a solicitation. It is an attempt to identify and receive information from sources who are potentially able to provide a technological replacement for 25 watt incandescent light bulbs which meet or exceed the salient characteristics described herein. In particular we are interested in LED and graphene technologies which will result in significant reductions in energy consumption. 2. How many 25 watt incandescent light bulbs does the Kennedy Center currently use? Answer: The Kennedy Center has in excess of 12,000 25 watt incandescent light bulbs operating 365 days per year. 3. How many 25 watt incandescent light bulbs does the Kennedy Center currently order per year? Answer: The Kennedy Center currently orders approximately 2,350 light bulbs per year. 4. What is the average life of the current 25 watt incandescent light bulbs? Answer: The Kennedy Center orders 50,000 hour bulbs.
