- Minimum System Requirements for Webinar Invitation to Submit Capability Statements - 24_April_2015 Preparing Adult English Learners for Rigorous College and Career Readiness Standards DRAFT Performance Work Statement - 24_April_2015 The U.S. Department of Education (Department), Office of Career, Technical and Adult Education (OCTAE) is seeking a contractor for the new contract, Preparing Adult English Language Learners (ELLs) for Rigorous College and Career Readiness (CCR) Standards. To help ensure that all adult students including ELLs can obtain the knowledge and skills necessary for employment and self-sufficiency OCTAE proposes this new initiative. Preparing Adult ELLs for Rigorous CCR Standards builds upon tools and material developed from earlier OCTAE investments, especially the Promoting CCR Standards for Adult Basic Education (ABE) project. Similarly, OCTAE’s new project will produce resources to help Adult Education (AE) programs to expand their basic capabilities to adopt and implement CCR standards in AE. Differently, this project will focus solely on the application of standards for adult ELLs. It supports the development of standards-based education services that enable adults to achieve competency in English language acquisition (ELA) as well as rigorous academic content. It supports the development of education services that enable ELLs to achieve the skills needed to function effectively as parents, workers, and citizens. Preparing Adult ELLs for Rigorous CCR Standards will produce new resources to improve instructional services provided to adult students who are ELLs. In consultation with appropriate experts and groups, the contractor shall meet the following objectives: 1. Manage the project to ensure accountability and successful outcomes; 2. Identify CCR-aligned ELP standards for AE to help promote high levels of content and language learning among adult ELLs; 3. Review the CCR-aligned ELP Standards for AE and the National Reporting System (NRS) accountability framework for English as a Second Language (ESL) to determine the extent to which they are aligned; 4. Revise the NRS Educational Functioning Level (EFL) descriptors for ESL; 5. Develop virtual training activities to help states and programs improve the CCR-alignment of their ELP standards and ELA resources; and 6. Disseminate project resources to improve ELLs access to CCR-aligned standards and resources. The Department intends to award a firm fixed-price contract to perform the work identified in the DRAFT Performance Work Statement (PWS). The issuance of this Sources Sought Notice is a key element of the Department’s market research to identify potential offerors, clarify OCTAE’s requirements, and remove barriers to maximize competition. Interested parties are invited to participate in a Webinar on Wednesday, May 6, 2015, at 1:00 p.m. Eastern Time, when the Department will share its vision and goals for the procurement. In addition to attending the upcoming webinar, interested parties are invited to submit comments to the draft PWS, identify any competition barriers, and respond to the invitation to submit capability statements. Please note the Department will not release the estimated level of effort for this contract.
