Description
This is a combined synopsis/solicitation for commercial aviation services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Anchorage, AK in support of the National Park Service, solicits Request for Quotation (RFQ) D15PS00361 as a small business set-aside to small business concerns, in Alaska, for a contractor-operated, contractor-maintained aircraft. The aircraft will be utilized by NPS to support Photographic Shorebird Surveys along the Bering Land Bridge (BELA) Coastline, located in Alaska. The fixed-wing C-185 aircraft, or equal, must be capable of providing aviation flight services to support the following project documenting spatial variation in post-breeding shorebird use of tidal flats in BELA NP on the Seward Peninsula, Alaska. This involves vertical photography from >1000 ft. above ground level (AGL) with a high-resolution camera mounted through a port in the belly of a plane. Project is based out of Quartz Creek airstrip located north of Nome. A cabin is available on-site for cooking and communal activities, but tent camping is expected due to the cabin's condition. The government will provide a generator and fuel. The vendor pilot will provide their own food and camping equipment. The government will provide 100LL av-gas. The government is sub-contracting a wildlife biologist (ABR, Inc.) who will operate the camera in the plane. ABR will provide the camera mount (i.e., brackets to attach the camera through the port) unless the aircraft is already equipped with one. Thus, the camera mount is not listed as a requirement. Aircraft requirements: Belly photo port, Autopilot, Radio altimeter Minimum fuel endurance of 6 hours with a 45 minute reserve. Pilot and aircraft requirements: Available to be stationed at Quartz Creek airstrip for the entire period of July 18, 2015 to August 22, 2015, assuming the survey lasts the full period. The pilot must have a minimum of 2 field seasons conducting vertical (i.e., belly-mounted) photographic surveys for wildlife populations in Alaska. Flight Rate Dry - 148 hours; Daily Availability - 29 days; Misc fees such as photo port fee, sat phone charge, etc. The applicable NAICS code is 481211, Other Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees. The successful vendor will be required to enter into an Alaska Rental Agreement BPA and have sufficient time available before July 2015 to obtain OAS inspection/carding of aircraft and pilot, if not currently an ARA BPA Holder. The terms and conditions of the awarded ARA are applicable to this RFQ and the subsequently awarded call. Quotations received will be evaluated in terms of the following subfactors: Organizational Experience. The Government will base its evaluations of your experience to the extent in which you have performed services as described in the solicitation. The historical use data from the preceding year will the used to evaluate DOI ARA contractors. Organizational Past Performance. Past performance will be evaluated on the basis of information obtained from references and other source including any information on your company in the Government-wide Past Performance Information Retrieval System (PPIRS). The Government will give greater weight to its own experiences with you, if any, than it will give to reports obtained from others. Price. Prices will be evaluated to ensure they are fair and reasonable when compared to other like or similar aircraft models providing commercial flight services. Prices previously awarded under the ARA and other contracts may be used for comparisons to make this determination.
