- Please see the following solicitation questions and answers. Final proposals are due April 28, 2015. Q1. For the Schedule of Supplies and Services under section B.2, page 7, it asks for unit and total pricing for Repair Parts for Emergency/Non-Emergency Repairs. The unit is listed as JB. I am not quite sure what pricing you are asking for here. Can you please clarify what unit pricing you are asking for? A1. Provide best cost estimate for anticipated parts for cited period of performance. Q2. In the Performance Work Statement (PWS), for the Annual Early-Year Load Test under section 5.1.2, page 11. Can you clarify what the Odd year maintenance consists of? A.2 Since this action is a limited period of performance, from award through April 2, 2016, Odd Year maintenance isn't applicable. All maintenance requirements of the PWS must be met. Q3. Please confirm Generator Model Numbers, Brand, and Kw A3. Mfr: Cummins, Model #s: DQKAF-13322787 & DQKAF-1332805, Spec.: A, Rated kW: 2,250 kW Q4. Does this Combined Synopsis/Solicitation contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? A4. The generators requiring maintenance have been newly purchased. This is the first time VA is procuring maintenance for these generators. Q5. For the 24/7 remote monitor, what system do you have in place, or would we need to install our own? If we install our own, is it billable? A5. VA has Cummins Power Command Center that will send VA personnel & contractor e-mail notifications, however the awarded contractor must have 24/7 communication for your internal company also. This will be a firm-fixed-price contract. Any and all costs must be calculated into the total proposed price. Q6. From our location we can make it to Austin in approximately 1 to 1.5 hrs depending on traffic. Would this be a problem for the 1 hr emergency callout? A6. Due to the critical nature of VA AITC business, the awarded contractor must be able to respond to emergencies within one hour, absolutely no exceptions. If the awarded contractor is unable to respond to emergencies within one hour, they may be terminated for default, and liable for re-procurement costs and possible damages. Q7. Do you have the software already setup to send out text messages from the PC to the AITC? A7. Yes, we have Cummins Command Center with e-mail software Q8. Do you already have a computer setup for the Power Command Remote Computer to monitor. A8. Yes, Commands Power Command remotes generator operation. Q9. Just to clarify, there will be building load test only, and no need for an external load bank? A9. No external load bank is required. Company technician will transfer via PLC our computer room actual electrical load over to generator power.
