The United States Air Force (USAF) is seeking to inform potential domestic providers of rocket propulsion systems and domestic providers of space launch services for Department of Defense (DoD) National Security Space (NSS) missions on Evolved Expendable Launch Vehicles (EELV) class launch vehicles. The Space and Missile Systems Center (SMC), Launch Systems Directorate (LR), Los Angeles Air Force Base, CA, Systems Program Office requests industry feedback on the draft EELV Phase 2 Rocket Propulsion System (RPS) Prototype Request for Proposals (RFP), which is included as an attachment to this announcement. This presolicitation notice addresses the urgent need to transition from the Russian supplied RD-180 main engine and implements Section 1604 of the Fiscal Year 2015 National Defense Authorization Act, which reads as follows: (a) DEVELOPMENT.- (1) IN GENERAL.-The Secretary of Defense shall develop a next-generation rocket propulsion system that enables the effective, efficient, and expedient transition from the use of non-allied space launch engines to a domestic alternative for national security space launches. (2) REQUIREMENTS.-The system developed under paragraph (1) shall- (A) be made in the United States; (B) meet the requirements of the national security space community; (C) be developed by not later than 2019; (D) be developed using full and open competition; and (E) be available for purchase by all space launch providers of the United States. Background information on the RPS Prototype can be found in Section 1.1 of the RFP Instructions to Offerors. Additional supporting documents can be found in the Phase 2 Bidder's Library. Interested offerors may request access to the Bidder's Library by emailing the points of contact listed below and must obtain and sign a Non-disclosure Agreement prior to being granted access to the Bidder's Library. All information in the Bidder's Library is at the unclassified level. This presolicitation uses the Department of Defense's Other Transaction (OT) Authority. OT Agreements do not use FAR source selection processes. Therefore, interested offerors should closely read the selection procedures outlined in this presolicitation notice. Using the provided MS Excel comments resolution matrix (CRM), responses to this request for feedback are to be submitted no later than: 11 May 2015 at 11 am (PST). All responses and questions related to this request for feedback shall be submitted to all of the email addresses below and shall include the contact information of the requestor. Responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 541712. The small business size standard is 1000 employees. Any information provided by industry to the Government as a result of this notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a respondent's submission or the Government's use of such information. The information obtained from industry's response to this notice may be used in the development the final RFP. Due to the urgent need to end the use of foreign propulsion systems, the final RFP for this effort shall be posted to FedBizOps as soon as possible, but not earlier than 15 days from the posting of this announcement. Interested contractors should ensure they have access to the Bidder's Library prior to the final RFP release. This request is for planning purposes, and does not constitute an invitation for bids, request for proposals, quotes, or an indication that the Government will contract for the items contained in this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses.
