THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation for proposals, proposal abstracts, bids, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. SAO West NCO 18 is planning to solicit for a vendor who can develop a mindfulness-based psychotherapy intervention for women Veterans with chronic pain, delivered in a group format, including group protocols/curriculum, didactic patient materials and training for VA personnel in facilitating the groups for Phoenix VA Health Care System. SAO West NCO 18 is conducting a market survey to determine the existence of potential small business concerns (e.g., HUBZone, 8(a), SDVOSB, Woman Owned, etc.) with the capability to fulfill this acquisition. Contractor must be able to meet all requirements of the Performance Work Statement. Interested parties shall provide a brief overview of their firm's capabilities and past experience with projects similar in scope to this project. Capability statements shall include: Copy of training certificates for each individual assigned to provide services. All information shall be submitted in Word or PDF format, not to exceed 10 pages, including all attachments. Each submittal shall also include the following business information: a. DUNS number b. Organization Name c. Organization Address d. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e. Business size f. Socio-economic status ( IF SDVOSB or VOSB - provide SDVOSB or VOSB CVE verification) Firms shall identify whether or not they are a small business or other than small business in accordance with the size standard for NAICS code 621330. Performance Work Statement Development of Mindfulness-Based Psychotherapy Groups for Women Veterans with Chronic Pain at the Phoenix VA Health Care System Phoenix Veterans Administration Health Care Services 650 E. Indian School Road Phoenix, AZ 85012-1839 6500.6/Appendix A/Item 6: The Certification and Accreditation requirements do not apply and a Security Accreditation Package is not required. 6500.6/Appendix A/Item 7: The device/service will not be storing/collecting any data released outside the VA. There is no sensitive information to protect. 1.0 BACKGROUND: Chronic pain is more prevalent than cancer, diabetes and heart disease combined and is among the most costly disorders treated within the Veterans Health Administration. Persistent pain disproportionately affects women Veterans with approximately 78% reporting the presence of chronic pain compared to 50% of male Veterans. The delivery of chronic pain care within the US medical system is largely dominated by the biomedical model that overemphasizes the sensory/physical component of chronic pain and underemphasizes the emotional and cognitive aspects of chronic pain. With the biomedical model as the basis for the medical system, the use of opioids and interventional procedures for chronic pain has increased dramatically in the past 20 years resulting in care that is costly, potentially harmful, and of unclear benefit. In 2011, the Institute of Medicine called for a transformation in the way pain care is viewed and delivered, accomplished by adopting a biopsychosocial model of pain care. This model recognizes the emotional and cognitive aspects of the experience of chronic pain and uses a team-based, interdisciplinary, whole person approach to pain care. Using mindfulness for the treatment of chronic pain is an evidence-based approach. Treatment produces increases in positive emotion and well-being, social functioning, and coping efficacy, and decreases in pain, negative emotion, and catastrophizing. As a history of trauma is common in women with chronic pain, it is particularly important to develop mindfulness-based groups for women Veterans with chronic pain that address both pain and trauma-related symptom Creating these groups by drawing on a combination of expertise within the VHA and expert Contractor services is an innovative approach to the efficient and cost effective delivery of biopsychosocial services for women with chronic pain. Of note, the national Opioid Safety Initiative requires all VHA facilities to provide at least two Complementary and Alternative Medicine (CAM) modalities in the treatment of chronic pain. Providing mindfulness services at the Phoenix VA Health Care System (PVAHCS) will help satisfy the requirement for CAM. The period of performance is one (1) year after receipt of award. 2.0 APPLICABLE REFERENCES: Under Secretary for Health April 2, 2014 Opioid Safety Initiative Memorandum - Describes nine goals for the safe and effective prescribing of opioid medications for the treatment of chronic pain. VHA Directive 2009-053: October 2009 - VHA defines the national pain management strategy. 3.0 TASKS: The Contractor shall possess expertise in 1) chronic pain, 2) health psychology, 3) mindfulness meditation, and 4) women's health. Such expertise should be demonstrated by having a minimum of eight (8) research publications or professional presentations covering these four areas. The Contractor shall develop a mindfulness-based psychotherapy intervention for women Veterans with chronic pain, deliverable in group format, including group protocols/curriculum, didactic patient materials, and training for VA personnel in facilitating the groups. Groups will be facilitated by VA mental health personnel, including psychologists, postdoctoral fellows in psychology, psychology interns, approved practicum students in psychology, and social work personnel. Groups shall accommodate twelve women Veterans. VA personnel shall be trained in group facilitation at least twice during the period of performance (one (1) year after receipt of award). In addition, the Contractor shall identify or construct appropriate assessment tools to evaluate women Veterans' experiences with the mindfulness-based groups and their clinical outcomes. The feedback and data gathered will be analyzed by the Contractor or by VA personnel under the Contractor's direction, in order to improve the group intervention and refine group materials. This assessment and program development work shall be accompanied by ongoing consultation to VA staff members who are facilitating groups. Finally, the Contractor shall oversee development by VA personnel of a manual for export to other VA facilities that explains how to deliver "Mindfulness-Based Psychotherapy for Women Veterans with Chronic Pain." The manual will include group protocols/curriculum, didactic patient materials, guidelines for VA personnel in facilitating the groups, and guidelines for evaluation of patients' group experiences and clinical outcomes. 3.1 Preparation of Group Materials: a.The Contractor shall prepare group protocols/curriculum and didactic patient materials. b.PVAHCS shall review and approve the content of the protocols/curriculum and patient materials prior to running the first group. c.PVAHCS personnel will work with various referral sources to identify women Veterans who might be eligible for the group, will arrange for physical space to run groups, and will contact eligible patients to provide group information. d.The curriculum created by the consultant will fall within existing Medical Psychology services. We are not providing new "services" - we are targeting a more specific subpopulation of patients (women Veterans with chronic pain who often have a history of trauma) using group therapy protocols that have been under development outside of VA. No new progress note titles, templates, or ICD-9/10 codes are required. Group visit encounters will be coded with similar ICD-9/10 codes to existing Medical Psychology groups in the Chronic Pain Management Program (usually 338.29 - Chronic Pain). Per standard treatment protocols, the Veterans' participation and progress in groups will be documented in CPRS using the existing progress note titled "Medical Psychology Note." There will be no changes to normal workload and data capture processes. This curriculum will result in groups managed in the same manner as existing Medical Psychology groups. There should not be a need for retention, storage or additional processes to be developed, as this will be handled the same way as with existing Medical Psychology services. 3.2 Program Assessment and Development: a.The Contractor shall identify or create program assessment tools to evaluate women Veterans' experiences with the mindfulness-based groups and relevant clinical outcomes. Per standard quality improvement project norms, Veterans' satisfaction with the curriculum will not be documented in CPRS. b.Women Veterans' feedback and outcomes data will be collected by VA mental health personnel assisting with the groups, including psychologists, postdoctoral fellows in psychology, psychology interns, approved practicum students in psychology, and social work personnel. c.The Contractor shall analyze de-identified feedback and outcomes data and utilize it to recommend to VA personnel improvements to the group intervention and refinements of group materials. 3.3 Live On-site Clinical Skills Training I: a.The Contractor shall provide customized training for up to 10 VA mental health personnel that results in basic competency to facilitate the mindfulness-based psychotherapy intervention groups. The training shall occur as a one (1) day training or two (2) half-day trainings, at the discretion of the Contractor. b.PVAHCS will provide qualified mental health personnel to take the class. 3.4 Clinical Consultation: a.For the first mindfulness-based psychotherapy group for women with chronic pain, the Contractor shall provide one (1) hour of weekly clinical consultation for VA staff facilitating the group for the duration of this group (Group 1). This may be provided live on-site or via telephone. b.For the second and third mindfulness-based psychotherapy groups for women with chronic pain that take place during the period of performance, the Contractor shall provide at least one (1) hour of biweekly clinical consultation for VA staff facilitating groups for the duration of these groups (Groups 2 and 3). This may be provided live on-site or via telephone. 3.5 Exportable Manual Preparation: a.The Contractor shall oversee development by VA personnel of written guidelines for export to other VA facilities that explains how to deliver "Mindfulness-Based Psychotherapy for Women Veterans with Chronic Pain." Neither the Contractor nor the VA project personnel are developing mandatory VHA procedures and/or operational requirements. The Contractor is developing curriculum for a specific subpopulation of women Veterans. If successful, the curriculum will be shared with other VHA facilities who are interested in providing the same type of group therapy. The "Mindfulness-Based Psychotherapy for Women Veterans with Chronic Pain" curriculum will include group protocols/curriculum, didactic patient materials, guidelines for VA personnel in facilitating the groups, and guidelines for evaluation of patients' group experiences and clinical outcomes. The project in no way should be considered a 'VHA Handbook.' b.PVAHCS personnel shall review and approve the content of these guidelines prior to export. 3.6 Live On-site Clinical Skills Training II: a.To train additional VA staff to facilitate this intervention, the Contractor shall provide a second customized training for up to 10 VA mental health personnel that results in basic competency to facilitate the mindfulness-based psychotherapy intervention groups. The training shall occur as one (1) day training or two (2) half-day trainings, at the discretion of the Contractor. b.PVAHCS will provide qualified mental health personnel to take the class. 3.7 Point of Contact for General Communication / Reporting: a.General communication and reporting shall be conducted through the following point of contact: TBD after award. 3.8 Leadership Tasks. The Contractor shall perform the following: a.Maintain strict confidentiality concerning all VA communications, documentation and record submissions, except for un-identifiable general trending reports. b.Ensure easy electronic access to all required forms. 4.0 TRAVEL: The Contractor is responsible for all travel-related costs associated with on-site trainings and meetings. 5.0 DELIVERABLES: Deliverable No.ItemDescriptionDelivery Date OneGroup Protocols and Patient MaterialsThe Contractor shall provide group protocols and educational patient materials. "On-site space to accommodate mindfulness-based therapy groups for 12 women veterans.
