1.Date: April 24, 2015 2.Response Due Date: April 27, 2015 by 4:00 PM CST 3.NAICS Code and Size Standard: 511210 and $38.5 million 4.Period of Performance: May 3, 2015 to May 2, 2015 5.Quantity and Unit of Issue: 6 users/each for DataFax 3.8 and 12 users/each for DataFax 4.2 6.Contact Point: Robert Spierto; Robert.Spierto@va.gov 7.Contractor: D/F Net Research, Inc. 8.Description of Action: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is issued as a request for quote. A Firm Fixed Priced Award will be made in accordance with the attached Product Description, Contract Terms and Conditions in effect through Federal Acquisition Circular 2005-81, effective April 10, 2015. 9.Procedures: Solicitation requires a written quotation. This action is a sole source under Federal Acquisition Regulation paragraph 13.106-1(b)(1)(i), which states, "Contracting officers may solicit from one source if the contracting officer determinates the circumstances of the contract action deem only one source reasonably available." 10.Summary of Requirement: VA Cooperative Studies Program Coordinating Center (CSPCC) Perry Point, MD requires a renewal of DataFax software products: The VA Hines, IL CSPCC requires the renewal of one server license to provide continued access to the VA Perry Point DataFax software server. 11.Source: D/F Net Research, Inc., who owns all proprietary program language and intellectual property of all software products under the DataFax umbrella. DF/Net Research, Inc.'s DataFax software is the only product option that can satisfy VA CSPCC's requirements for hybrid fax/electronic data capture capabilities and support. DataFax has been providing these services for several years for ongoing large scale, multi-site, and multi-national clinical research trials of varying nature and duration. Disruption in service would have a negative effect on ongoing trials and the Veterans enrolled in these studies. Please see attached Sole Source Justification for more information.
