Description

The Southern Tier Construction Team Great Lakes Acquisition Center, NCO-12, will issue an Invitation for Bid (VA69D-15-B-0850) for the Hines VA Hospital, Hines, Illinois 60141. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, and Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The bidder is responsible to monitor and download any amendments from FedBizOps which may be issued to this solicitation. There will be scope validation meeting held for this project during the solicitation period and all prospective bidders are required to attend. Details of the scope validation meeting will be included in the solicitation package. Description of Requirement: This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future detailing requirements. The Veterans Administration Great Lakes Acquisition Center intends to issue an Invitation for Bid VA69D-15-B-0850, The NAICS code is 238210 and the size standard is $15M. This acquisition will be procured pursuant to the requirements in FAR Part 14 Sealed Bidding and FAR part 36 Construction and Architect - Engineer Contracts. Phase 1- Site preparation for all (5) locations of new transformers and bus duct, installation of new slabs and bus duct. Phase 2 - Installation of new transformers and bus duct, conduit, cable, grounding, and all associated work required prior to energizing. Phase 3 - Site Restoration and incremental termination of all connections primary and secondary at the existing switchgear in building 1, one power outage of 1 hour and one power outage of 6 hours will be allowed to complete the energizing each transformer. Phase 4 - Removal of existing transformers and demolition of existing slabs and duct, and restoration of area at exiting transformers. Location 1: 1TE (500 KVA). Transformer 1TE is 4160 Volt Delta primary and 208Y/120 Volt secondary. This will include new primary and secondary underground conduit in duct bank, new primary wire, new secondary wire, new grounding system, and a new 12" concrete slab. Contractor is responsible for terminating all connections primary and secondary. New secondary conduit and wire is to terminate at the existing switchgear in building 1. Contractor to keep all Hines utilities intact at all time's except one power outage of 1 hour and one power outage of 6 hours will be allowed to complete this work. Contractor is responsible for all temporary power for any outage other than the allowed outages specified in this CLIN. Contractor is responsible for removal of old transformers, existing wiring, bus duct, concrete slabs and provide Weight tickets for all Recyclable materials leaving the campus. Contractor shall be responsible to secure the area surrounding the construction site, and to restore all areas to its preexisting state (Walls, Windows, Landscape, etc.). Location 2: 1TB (750 KVA). Transformer 1TB is 4160 Volt Delta primary and 208Y/120 Volt secondary. This will include new primary and secondary underground conduit in duct bank, new primary wire, new secondary wire, new grounding system, and a new 12" concrete slab. Contractor is responsible for terminating all connections primary and secondary. New secondary conduit and wire is to terminate at the existing switchgear in building 1.
