- Map Real ID Act 2005 Job Hazard Analysis NIST Safety Plan Requirements Checklist This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested from this document and a written solicitation shall NOT be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. Registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines is required. Registration information can be found at www.sam.gov. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005 - 81 Effective (10 Apr 2015 ). This is a 100% Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 562920 with a small business size standard of $20.5 Million. Background: This contract is to provide scrap metal removal services from the National Institute of Standards and Technology (NIST) at the U.S. Department of Commerce (DOC) in Boulder Colorado. NIST is located at 325 Broadway, Boulder, CO 80305. The DOC campus is a research site. It includes 18+ buildings housing approximately 3,400 staff and affiliates employed by agencies such as NIST, NOAA, and NTIA. NIST Boulder currently recycles an estimated combined weight of 100,000 pounds of unprepared scrap metal annually. The NIST Boulder Property Management Office is responsible for overseeing the collection and proper removal of scrap metal generated from the collection of excess property deemed “salvage” or “scrap.” It may also be generated from the demolition of Government “real property” and other sources. Authority to sell the scrap metal is found under THE CODE OF FEDERAL REGULATIONS (CFR) TITLE 41, PART 102-38 SECTION 295 and under FMR 102-38.295 for the specific purposes listed in Public Law 107-67. Specific Requirement: The Contractor shall recycle 100% of the scrap metal produced, through the NIST excess program, at no cost to the government. The types of unprepared scrap metal recycled may or may not include: Aluminum, Steel, Copper, and Brass. Due to mission and programmatic changes, the amount of scrap metal may vary by +/- 50,000 pounds per year. The period of performance shall be one (1) year after award of this requirement. The Government may elect to award up to four (4) 12 months options. Performance will be on site at NIST, 325 Broadway, Boulder Colorado campus, with the requirement to relocate to or operate from other locations in instances such as a disaster(s). Work shall be performed between the hours of 7:30 AM to 3:30 PM. A rate shall be quoted per pounds for the following None-Ferrous Metals. The index that shall be used for Non Ferrous metals shall derive from KITCO Metals http://www.kitcometals.com/. Aluminum Steel Copper Brass A rate shall be quoted per ton for Ferrous Metals. The index that shall be used for Ferrous metals shall derive from Scrap Register http://www.scrapregister.com/scrap-prices/united-states/260. The following type of steel and index shall be utilized: Steel Scrap (#1/#2 HMS 80/20 Mid-West). Contractor shall quote a unit rate for Ferrous Metals and None Ferrous Metals for a base year and four (4) 12 months options as describe above. The Contractor shall submit an annual consolidated report to include the date, weight, and price for all pick-ups of unprepared scrap metal from NIST. The Contractor will reimburse the government in accordance with the agreed upon rates. The corresponding index for the type of metals recycled shall be used. The Contractor shall use the index that corresponds to the day that a request for pickup was made by authorized Government personnel to determine reimbursement to the Government. Within 48 hours of notification by an authorized NIST representative, the Contractor shall perform the exchange of the full container with an empty container of like size. This will be a request for a ‘container exchange”. The Contractor shall maintain and provide accurate weight records, listed by commodities, and provide copies of those records to the Contracting Officer’s Representative (COR) monthly, by the 5 th day of the next month, to report the preceding month. The Contractor shall perform all work under this contract in a safe manner, and shall adhere to all applicable NIST safety guidelines. The Contractor must have established safety procedures, and submit a site-specific safety plan for the work to be performed under this contract (ref. Appendix A, the “NIST SAFETY PLAN REQUIREMENTS CHECKLIST”). Additionally, the Contractor shall submit a contract specific activity hazard analysis (ref. the Activity Hazard Analysis worksheet). Both the safety plan and the activity hazard analysis are due within 10 days of contract award. During the course of performance, in the event of an emergency on campus, the Contractor shall dial “911” and 303-497-7777 to report the incident to the NIST Boulder emergency staff. The Contractor shall only provide Contractor employees that meet the requirements of the Real ID Act of 2005 (see above). Electronic Email To COR Monthly by the 5 th day of the Annual Report/certification of recycling Electronic Email To COR The end of each contract period Invoicing and Due Dates: The Contractor shall provide copies of the of all container exchanges including the weight and the type of metal recycled on a weekly and monthly basis as well as an annual consolidated report including the date, the weight, the type of metal recycled and the prices. Standards for invoicing acceptance: The Contracting Officer's Representative (COR) will provide comments on each invoice received within 5 calendars days from receipt of a given invoice. The invoice shall include total weights for the type of metal recycled the price. If any trash is found comingled with the recyclables it will be deducted from the total weight and a handling fee should be charged. The Contractor shall make any needed changes within 3 calendar days from receipt of electronic or written comments from the COR. Under the Code of Federal Regulations (CFR) Title 41, Part 102-38, Section 295, NIST has the statutory authority to retain the proceeds from sales of these recyclables. The proceeds from these recyclables shall be mailed to: (NIST will provided upon award) CAMPUS OPERATIONS SCHEDULE NIST is located at 325 Broadway, Boulder, CO 80305, and the site is open for operation Monday through Friday between the hours of 7:30am to 3:30pm, Mountain Time. In the event of an unplanned closure, the Contractor shall not report to the NIST campus, unless otherwise instructed by the COR. The Contractor is responsible to review the site operation status at the NIST website www.nist.gov to ascertain the Boulder, CO site operating status. The Contractor shall not provide service on the following Federal Government Holidays: · New Year’s Day, January 1 st · President’s Day, 3 rd Monday in February · Memorial Day, Last Monday in May · Independence Day, July 4 th · Labor Day, 1 st Monday in September · Columbus Day, 2 nd Monday in October · Veteran’s Day, November 11 th · Thanksgiving Day, 4 th Thursday in November · Christmas Day, December 25 th GOVERNMENT RESPONSIBILITIES The following Government personnel are authorized to place calls to the Contractor for container exchange. (To be furnished at time of contract award.) Real ID Act: All Visitors and guests (including Contractors) to the NIST campus must have the following items available before entering the Visitor's Center: Photo I.D. (federally approved State issued driver's license, Federal ID, or original passport) and Vehicle Registration Card. PLEASE NOTE: Effective July 21, 2014, under the REAL ID Act of 2005, agencies, including NIST, can only accept a state-issued driver's license or identification card for access to federal facilities if issued by states that are REAL ID compliant or have an extension. As of September 2014, drivers' licenses from the following states and territories will NOT be accepted for entry to NIST: Alaska, American Samoa, Arizona, Louisiana, Maine, Massachusetts, and Oklahoma. In addition, only enhanced drivers' licenses (identified by the American flag on the face of the card) will be accepted from the following three states: Minnesota, New York, and Washington State. ( See map.) NIST currently accepts other forms of federally issued identification in lieu of a state-issued driver's license, such as a valid passport, passport card, DOD's Common Access Card (CAC), Veterans ID, Federal Agency HSPD-12 IDs, Military Dependents ID, Transportation Workers Identification Credential (TWIC), and TSA Trusted Traveler ID. In addition, NIST's Police Group will mirror procedures in use by the DOC Office of Security and Department of Homeland Security/Federal Protective Services. The following factors will be used to evaluate quotations: (1) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (2) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (3) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
