- Description
- 1. This is a notice of intent to sole source. 2. The Department of the Treasury, Bureau of Engraving and Printing (BEP), Office of Technology Development located at 14th & C Street SW Washington D.C.20001 has a requirement to procure services to integrate and establish communications between the sensors with the BPS 3000, a high speed bank note processing machine supplied by Giescke and Devrient (G&D). The BEP's contractors (the developer of the new security feature) typically develops a complete system that includes the materials and its associated sensors, since it owns the intellectual property of the materials and the sensors. The Federal Reserve System has over 130 high speed banknote processing machines at their banknote processing centers throughout the U.S. 3. The services required from G&D for this procurement include: a.Providing the BEP and the BEP's contractor(s) access to the BPS3000 at G&D's facility in Dulles, Virginia, for the testing of the new sensors. b.Modifying and/or developing the software and configuration as well as providing all hardware and required elements necessary to integrate the developed sensors with the BPS 3000 to establish full and successful communication of the sensors with (i) the BPS 3000 at G&D's facility in Dulles and (ii) the BPS 3000 at the BEP. The BEP's contractor will bring the prototype high speed sensors to G&D's facility and the BEP's facility for testing. c.Providing all the staff, manpower, labor, technical support, expertise, and know-how to ensure the successful integration and communication of the prototype high speed sensors with the BPS 3000 (at G&D and at BEP). 4. G&D is the proprietary manufacturer of the BPS3000 and therefore is the only company that has the expertise and knowledge of the proprietary hardware, software, specific algorithm, and system requirements of the BPS 3000. The Federal Reserve System has over 130 high speed banknote processing machines (BPS 3000) at their banknote processing centers in the United States. G&D, being the manufacturer of the proprietary BPS 3000 machines, provides and supports the Federal Reserve's banknote processing machines. G&D is therefore the only responsible and qualified source to ensure successful integration and communication of new prototype high speed sensors with the BPS 3000. 5.
