- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk intends to negotiate a sole source Firm Fixed Price contract and will utilize procedures under FAR Part 13.5, Test Program for Certain Commercial Items with Rhinestahl Corporation, 7687 Innovation Way, Mason, OH 45040 as required by Forward Deployed Naval Forces, Rota, SP. The contractor shall provide direct replacement parts for the LM2500 marine gas turbine simple-cycle, two shaft, high performance engine. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 27 April 2015, by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code for this acquisition is 336412. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
