Attachment K, Past Performance Questionnaire Attachment J, Solicitation, Offer and Award - Standard Form 33 Attachment I, Questions and Answers Template Attachment H, Visitor Access Request (VAR) Form Attachment G, Labor Wage Determination Attachment F, DD-254, Part 2 of 2 Attachment F, DD-254, Part 1 of 2 Attachment E, Scope of Work (SOW) and Attachment A to the SOW Attachments D-8 through D-13, Additional Security Requirements Attachments D-1 through D-7, Additional Security Requirements RFP DJF-15-4400-PR-0023541 (TSC Facility O&M solicitation document), with Attachments A through C This is a Request for Proposal (RFP) under Solicitation DJF-15-4400-PR-0023541 released by the Department of Justice (DOJ), Federal Bureau of Investigation (FBI). This contract is planned for a Base period of 12 months, followed by four (4) one-year Options. The proposed action is for Firm Fixed Prices (FFP), and will be evaluated through the Best Value Method under FAR 15.300. This requirement is to provide operational and maintenance (O&M) support to the Terrorist Screening Center's (TSCs) facility. The TSC is a multi-agency center, and is a 24/7 operation that requires shiftwork. The contractor will be expected to provide a full range of building maintenance and management service, either directly or through subcontracting and partner relationships. The contractor will provide O&M and sustainment services for a "Mission Critical" facility specifically related to supporting the O&M of the new Government Operations and Data Centers. The incumbent contractor is DTZ Secure Services, (formerly UGL). They have been maintaining the Tier III redundant facility which is one of the most complex and integrated facilities serving as a home for a Federal Agency. It has up to five different power sources utilizing multiple paths to ensure redundant feeders to its mission critical areas. In addition, it has redundant mechanical systems and operating equipment with multiple power sources. The complex, and highly integrated system(s) creates numerous health and safety risks not typically found in standard Federal Buildings. Therefore, the awarded contractor must have the ability to provide a full range of operational, mainenance, and sustainment services to ensure that the continuity of services is without interruptions for the term of the contract, as stated in the attached Statement of Work (SOW). The contractor must hold a Top Secret (TS) facility clearance at the time of proposal submission, and all proposed key individuals must have a current TS clearance and either an existing SCI access which can be leveraged through reciprocity, or the individual is eligible for a favorable SCI adjudication through the FBI process. Initial (Round 1) Questions from potential Offerors are due to the Contracting Officer, via e-mail, at karen.king@ic.fbi.gov, no later than 9am on 4/29/15, and the Government intends to respond to these questions by 5/4/15. The Government will hold a "Site Visit" at 10am on 5/5/15. Any additional questions (Round 2) must be submitted by 9am on 5/7/15. The Government intend to provide responses to all answer aound 5/12/15. All questions shall be submitted on the Attachment I Template, and the Government shall be able to provide their answer on that template. For the Site Visit, each prime company is limited to two (2) representatives, and they must fully complete and send the attachment titled "Visitor Access Request Form" to karen.king@ic.fbi.gov NLT 9am on 4/29/2015. Proposals are due by 10am on 5/27/2015, with an anticipated award date in Fiscal Year 2015.
