- FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: D - Automatic Data Processing and Telecommunication Services SUBJECT: STAR Software Maintenance SOLICITATION NUMBER: SB1341-15-RQ-STRM CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; KEITH BUBAR, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Cuadra Associates, Inc. for the acquisition of STAR Software Maintenance, to be used by the Engineering Laboratory, at NIST in Gaithersburg, MD. ***** Sole source determination is based on the following: This requirement is necessary in order to facilitate the continuity of maintenance and support for STAR software for the performance period of May 1, 2015 through April 30, 2016, plus three (3) 12-month option periods. A fundamental aspect of any research is being able to perform a full literature search. Since the 1970's NIST has built and maintained a database of currently more than 80,000 citations in fire science and fire protection engineering called FireDoc. Many of these citations are still not searchable on any other database. In order for the Fire Research Division to maintain the quality and completeness of its research the FireDoc database has to be maintained. FireDoc uses the proprietary STAR database software licensed and supported by Cuadra Associates, Inc. In order to ensure the continued use of STAR software, the annual software licenses and software support have to be purchased. Cuadra Associates, Inc. is the sole provider of the STAR Software Maintenance Services. If not procured from the sole source provider, NIST would forego access to technical support, and updates and upgrades to the STAR software. Purchasing a new software product and corresponding software maintenance and support services would result in significant redundant costs to the government and impose a substantial learning curve for government employees. *****The North American Industry Classification System (NAICS) code for this acquisition is 511210, Software Publishers. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine whether a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. INSTRUCTIONS: All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Richard Kim by email at Richard.kim@nist.gov no later than 11:00 am Eastern Time on April 28, 2015. Fax inquiries will not be accepted. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
