Description
Performance Work Statement, International Aviation Intel Trng I. General Information The Air Force Installation Contracting Agency (AFICA), 338 Specialized Contracting Squadron is seeking information concerning the availability of capable sources to develop and provide International Intelligence Skills Training. The training shall provide Partner Nations with technical and analytical skills related to the aviation intelligence career field and comparable skills identified in USAF Intelligence Career Field Education and Training Plans (CFETPs) and applicable Air Force and Joint Publications. The contractor shall provide academic/classroom and hands-on training. The contractor must have the capability to conduct training at either the contractor's facility, a CONUS military installation, or an overseas location. This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the Government's requirements. Contact with Government personnel - other than those specified in this RFI - by potential offerors or their employees regarding this requirement is not permitted. This is NOT a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611512, Flight Training, and the small business size standard is $27.5 Million in annual gross receipts. The government anticipates the contract type to Firm, Fixed Price, Indefinite Delivery-Indefinite Quantity. The anticipated period of performance will be one (1) base year, with up to four (4) option years. Training and technology transfer is required by multiple Partner Nations to train personnel in country-specific intelligence skills. The proposed training will be Contractor, Type 1 Special Training to commissioned officers and enlisted personnel in the intelligence career field. This high-priority requirement is anticipated to directly impact the effectiveness of ongoing Counter-Insurgency operations. All instruction and technical information shall be in the English language. The contractor shall possess the capability to develop its own courseware and conduct training in a self-contained environment (i.e., provide all computer/network-related hardware and software, including its own Internet Service Provider). If training is conducted on a US military installation or overseas location, the host shall provide the necessary office space, classrooms, and associated furniture. Major focus areas of instruction may include, but not be limited to the following: • Core Intelligence Skills • Operations Intelligence Skills • Partner Nation Weapon System-specific Combat Targeting and Weaponeering • Battle Damage Assessment • Collateral Damage Assessment • Partner Nation Weapon/Intelligence system-specific Geospatial/Imagery Analysis • Intelligence Support to Flying Unit Operations • Capstone Exercise Courseware and instruction shall be developed at the appropriate classification level. Any courseware or instruction produced or presented that is above the classified level must be approved by a HQ AETC or 17 TRW Foreign Disclosure Officer (FDO) prior to use. II. Please do not call the contracting office for information. Email any questions to avoid any misunderstanding or confusion. The Capability Statement should be limited to 15 or less pages in length and include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. When addressing question 9 below, please indicate the contract type, value, and period of performance for similar services provided. At a minimum the following information is requested: 1) Company Information a. Company Name b. Address c. Point of Contact d. Telephone Number e. E-mail address 2) Primarily doing business in the Private/Commercial or Government Sector 3) Commercial and Government Entity (CAGE) Code 4) Data Universal Numbering System (DUNS) Number 5) NAICS code(s) the company usually performs under 6) Business Size (i.e. Small Business, Other than Small) and approximate annual gross revenue 7) Socio-Economic status (i.e. 8(a), HUBZone, veteran-owned, women-owned, etc.); 8) Brief information on capabilities to finance, mobilize, and manage service contracts, to include information on access to facilities suitable for classified collateral level information up to Top Secret and able to handle compartmentalized information. 9) Describe any service contracts you have performed training international students within the Continental United States and abroad and any fundamental Intelligence-based English language instruction provided to reinforce student understanding of intelligence terminology. 10) Describe any training contracts you have performed on US Government facilities and facilities that handle collateral level information up to Top Secret and able to handle compartmentalized information. 11) Describe any service contracts you have performed for similar combined services over the past three years. 12) Company's role in the performance of the requirement a.
