- This Request for Information (RFI) and Sources Sought is for Planning Purposes Only The Government does not intend to award a contract on the basis of the RFI notice or to otherwise pay for the information solicited. Your response to this RFI will be treated as information only. It shall not be used as a quote. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting information, on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) to Maintain and Curate the North Atlantic Right Whale Sightings Database. The North American Industry Classification System (NAICS) code for this requirement 541712, with a size standard of 500 Employees. This RFI/Sources Sought will be used solely for market research and does not constitute a solicitation. Scope The contractor shall maintain and curate the North Atlantic Right Whale Sightings Database (NARWSD). This shall include receiving, auditing, formatting, entering, and archiving data from all bona fide scientific contributors; conducting full QA/QC processing on every submission, making any necessary corrections, and providing detailed feedback to the contributor; cross-referencing the NARWSD with the photo-ID catalog; maintaining the database in a GIS format; and providing data and data products to requestors. Background NEFSC is one of several agencies that have responsibilities and informational needs related to implementation of the right whale recovery plan. All data generated by all of the researchers cooperating in the right whale studies have been incorporated into the database, as were data from all other available sources. This database very likely represents the best long-term record of cetacean sighting information, particularly right whale sightings, for any comparable area of the world. Effective implementation of the right whale recovery plan requires that this database be maintained in an active and readily accessible state, that any and all newly generated data be incorporated into the existing database, and that the necessary expertise to extract data and generate data products be available. The management of north atlantic right whales has been a topic of concern for several years. The need for an ability to manage and archive information and provide it in a timely manner continues to be extremely important. The DOC/NOAA is seeking the following information: Potential Respondents shall provide business size status for the NAICS Code stated above and relevant past performance. In addition to size status, please provide your company's socio-economic status, if applicable, for the NAICS code stated above (8(a), Hubzone, Small Disadvantaged Business, Service-Disabled/Veteran Owned, and Women Owned). Relevant past performance is performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in this sources sought notice. Include a list of a minimum of three (3) current or previous contracts performed within the last three (3) years that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting. Note: This announcement is a Request for Information and no contract will be awarded pursuant to this announcement. The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited.
