- RFP DTNH2215R00016 AMENMENT 000002 ***AMENDMENT 000002*** The purpose of Amendment 000002 is to incorporate the answers in response to questions to this solicitation. Section J, "List of Attachments/Appendices" under Attachment J.6 "Task Order #TBD "ESS Support" is also hereby Amended in Section B.3, "Price/Cost Schedule." ***END OF AMENDMENT 000002*** ***AMENDMENT 000001*** The purpose of this amendment is to extend the proposal submission date to 1100am EST 30 April 2015. Offerors who have submitted proposals have the option to amend their proposal submission to resubmit. ***END OF AMENDMENT 000001*** THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP) SOLICITATION. Proposal packages are due by 2:30 p.m. EST on 17 April 2015. This acquisition is for the Department of Transportation (DOT), National Highway Traffice and Safety Administration (NHTSA) to procure Engineering, Statistical, and Technical Support Services for several offices to include: - Office of Vehicle Safety Research (VSR) - National Center for Statistics and Analysis (NCSA) - Office of Traffic Records and Analysis (OTRA) - Office of Data Acquisition (ODA) - Office of Regulatory Analysis and Evaluation (ORAE) This acquisition is 100% set-aside for 8(a) small businesses. The North American Industry Classification System (NAICS) Code is 541990 All Other Professional, Scientific, and Technical Services with corresponding small business size standard of $15M. The Government anticipates the award of a Single Indefinite Delivery, Indefinite Quantity (IDIQ), Contract as a result of this solicitation, whereby Time & Materials (T&M), Firm-Fixed Price (FFP), and Cost Plus Fixed-Fee (CPFF) will be issued. The anticipated period of performance for the resulting contract is one (1) year, base period with four (4) one-year Option Periods. Each Task Order will establish a payment table based on the type of Task Order to be awarded. In accordance with FAR 15.306, the Government will conduct negotiations with the Offeror based on a technically acceptable technical proposal, combined with their cost proposal. However, negotiations will be conducted at the discretion of the Government. Accordingly, THE OFFEROR SHALL SUBMIT PROPOSALS THAT PLACES THE OFFEROR IN THE MOST FAVORABLE POSITION BECAUSE THE GOVERNMENT RESERVES THE RIGHT TO MAKE AN AWARD WITHOUT FURTHER NEGOTIATION OR DISCUSSION, PURSUANT TO FAR 52.215-1, "Instructions to Offerors - Competitive Acquisition".
