- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to purchase two (2) Ultra-High Pressure Liquid Chromatography (UPLC) systems and related software manufactured by Agilent Technologies on a brand name only basis as prescribed in FAR 6.302-1(c)(1). Specifically, the government will purchase the following items manufactured by Agilent Technologies from the manufacturer or one of its authorized distributors for the Bacteriology Division in conjunction with NCD Division at USAMRIID. 1290 Infinity II Flexible Pump (Item# G7104A) 1290 Infinity II Multisampler (Item# G7167B) 1290 Infinity II Multicolumn Thermostat (Item# G7116B) 2pos/6port Valve head 1200bar (Item# G4231B) 1290 Infinity II Diode Array Detector (Item# G7117B) 1260 Infinity Fluorescence Detector Spectra (Item# G1321B) OpenLAB (Item# G3657AA) Agilent Data System-based Inst. License (Item# G6731AA) OpenLAB CDS Project Services (Item# R2330A) Agilent Informatics Project Services (Item# R2126A) OpenLAB CDS LC ChemStation Upgrade (Item# M8307AA) Infinity II 1290 LC Extended System (Item# SYS-LC-1290II-E) OpenLAB ECM Workgroup SMA Renewal (Item# R2082A) As stated above, the Bacteriology Division in conjunction with NCD Division at USAMRIID is currently using Agilent Technologies brand systems. The two (2) UPLC systems that are requested will replace old systems (7 and 14 years old) that are currently being using for multiple FDA Good Laboratory Practice regulated studies. To ensure consistent and scientific merit of these GLP studies, the Bacteriology Division is required to use UPLC systems with identical capabilities for continuity of research. Any small differences in systems' capabilities could compromise the science and invalidate the studies. The Agilent 1290 series UPLC is capable of functioning in an identical manner to the current 1100/1200 series systems. Additionally, only Agilent brand items have Instrument System Emulation Technology (ISET). This software enables the end user to input the parameters used with the older models and it will output the parameters to use with the newly acquired systems to exactly match current outputs. This is critical as it will save weeks of optimization required if the platform was changed. Additionally, the specific technology utilized by Agilent Technologies UPLC systems is important to the on-going research. This specific technology requires specialized training which was previously conducted for USAMRIID staff off-site at Agilent's North American training center in Alpharetta, GA. This training would not be transferable to any other UPLC brand. Finally, the brand specific systems are needed in order to avoid lengthy delays to ongoing research. The requested systems require scheduled annual preventative and unscheduled maintenance and informatics service that cannot be performed by in-house staff. Previous experience as well as market research indicates that other service contracts offered by similar companies in the market place do not offer the same quality as Agilent Technologies. The purchase of the Agilent brand UPLCS and related service package is necessary in order to avoid serious scheduling delays and long lead-times for repairs and maintenance to the requested systems required for ongoing GLP compliant regulated studies. Due to all of the reasons cited above, the Agilent Technologies brand UPLCs and service package is specifically required and is the only item that can satisfy the Government's requirement. As this is a brand name only requirement, only Agilent Technologies and its authorized resellers will be considered for award. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 500 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. All sources that believe they are eligible to provide these items must respond in writing no later than the date listed below. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
