Description
This is a Sources Sought for Solid Waste Management Services at Fort Hood, Texas. The Government anticipates that any resultant contract will be issued for a five-year period (one 12-month base period, and four 12-month option periods). Questions specific to making a commerciality determination under the Federal Acquisition Regulation involve knowing (1) whether these services (or similar services) are provided contemporaneously to the general public under terms and conditions similar to those offered to the Federal Government; (2) that these services are of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions; and (3) that these services are supported by industry standard warranties and guarantees of product compatibility and workmanship. This is not a solicitation nor does it guarantee a solicitation will be issued. This is a request for information to determine the availability of small business firms capable of providing the services described below and in the attached DRAFT PWS. This is a market survey to determine potential procurement approaches for a recurring requirement. Work includes the following functions and the tasks associated with their accomplishments: 1) All refuse collection and disposal for the cantonment areas; 2) All collection of wood waste, manure, vegetative waste and other authorized compostable material and delivery to the Fort Hood Compost Center; 3) Operation of the current Fort Hood Compost Center; 4) All cleaning of grease traps and collection of grease trap waste from food service facilities on Fort Hood and disposal IAW contract specifications; 5) Complete operation of the Fort Hood Landfill, for both municipal solid waste and special waste; 6) All construction at the Fort Hood Landfill for municipal solid waste; and 7) Other work. Attached is the draft Performance Work Statement for additional details. Businesses are invited and encouraged to provide feedback to this notice. Identify standard commercial practices and industry standards relative to solid waste management (collection, processing, transportation, disposition, etc.), any location specific limitations that doing business with the Federal Government may place on industry when performing these services, how these services are typically sold to the general public, terms and conditions traditionally incorporated into contracts with non-Federal customers, and any recommendations for modification to the DRAFT PWS that would make it more commercial in nature. The North American Industry Classification System Code for this requirement is 562212, Solid Waste Landfill (Small Business Size Standard of $35.5M). MICC-FH anticipates conducting a site visit and pre-proposal conference for this requirement during the first week of June 2015. The site visit will consist of a representative sample of locations and various types of services that the contract will require. The Main Cantonment will be the most representative sample to review the work described in the Performance Work Statement. The contract will include the collection of solid waste at additional areas such as North Fort Hood (NFH), West Fort Hood (WFH), and the Belton Lake Outdoor Recreation Area (BLORA). If any Offeror(s) would like to visit NFH, WFH, or BLORA, the Offerer(s) shall submit requests in writing to the Contracting Officer. NFH is located approximately 18 miles north, WFH is located approximately 5 miles west, and BLORA is located approximately 12 miles to the east of the main cantonment area. All personnel attending the site visit will be required to provide transportation in order to follow the government point of contact throughout the site visit. In order to enter Fort Hood all Offeror(s) must go to the Marvin Leath Visitors Center, Bldg 69005 to obtain a vehicle pass to enter Fort Hood. A valid Driver's License, proof of insurance and current vehicle registration is required to obtain a vehicle pass. All passengers must have a valid State or Federal issued identification card (i.e. Driver's License, Texas Identification Card, Passport). Questions regarding this Sources Sought Notice should be received via email only not later than 4:00 p.m. CST on 22 April 2015. Final capabilities statements must be received via email only, not later than 4:00 p.m. CST on 24 April 2015. Please limit the submission of your capability statements to three (3) pages. Timely submission of any questions and/or documents remains the responsibility of the contractor, not the Government. Submission of any information in response to this Sources Sought Notice is completely voluntary, and shall not constitute a fee to the Government.
