- PROJECT DESCRIPTION: Multiple-Award Task Order Cntracts for Forest Facility Renovation and Minor Construction Projects on the George Washington & Jefferson National Forests. Construction-trade projects may include, but are not limited to: new construction or renovation work on buildings (including bathhouses or restrooms), campsites, pavilions, docks/piers, work centers, administrative buildings (including District Offices), etc., at Forest Service sites. Work may also include incidental road work and non-facility items related to the facility project, such as construction surveying and staking, clearing and grubbing, excavation, borrow, topsoil, concrete, asphalt, and culvert pipe. Offerors will be required to submit a priced proposal based on one or more of a sampling of projects that may or may not be awarded with the initial contracts (due to the availability of funding and other factors). These projects include building energy and condition assessment repairs for the Lee Ranger District (Edinburg, VA) and the North River Ranger District (Harrisonburg, VA); replacement of siding, gutters & downspouts at Leatherwood Lodge for the Warm Springs Ranger District (Hot Springs, VA); Office Interior Painting for the Warm Springs Ranger District (Hot Springs, VA); New Castle Work Center Lower Building Repair and Fire Building Repairs for the Eastern Divide Ranger District (New Castle, VA-District Office is located in Blacksburg, VA); and Office repairs and improvements for the Mount Rogers National Recreation Area (Marion, VA). In addition to price, offerors will be evaluated on their relevant experience and past performance. For this solicitation, relevant experience would be small to very small ($150,000 or less) remodeling projects at dispersed isolated locations in the George Washington & Jefferson National Forests geographic area under formal contract or purchase order with federal or state agencies. Task Orders will be competed among awarded contractors. Time for performance of each order will vary and will be stated on the Order. Task Order quotes will be evaluated on price, performance on previous orders, and contractor availability. The guaranteed minimum amount for each awarded contract, inclusive of the base and all option periods, will be $2,500 Period of performance is a base year and four option years. The estimated date of contract awards is July 1, 2015. ESTIMATED PRICE RANGE: Price for each task order shall be between $2,000 and $150,000. Total task order awards for each awarded contract shall not exceed $150,000. Pre-Bid Meeting will be held on Wednesday May 13, 2015 at 11:00 p.m. at the George Washington & Jefferson National Forests' Supervisor's Office, 5162 Valleypointe Parkway, Roanoke, VA 24019. Interest for future site showings will be determined by attendance at that meeting. PROJECT LOCATIONS: Within the administrative boundaries of the George Washington & Jefferson National Forests, including the Virginia counties: Alleghany, Amherst, Augusta, Bath, Bedford, Bland, Botetourt, Carroll, Craig, Dickenson, Frederick, Giles, Grayson, Highland, Lee, Montgomery, Nelson, Page, Pulaski, Roanoke, Rockbridge, Rockingham, Scott, Shenandoah, Smyth, Tazewell, Warren, Washington, Wise, Wythe; Kentucky counties: Letcher and Pike; and West Virginia counties: Hardy, Hampshire, Monroe, and Pendleton. SET-ASIDE: This procurement is 100% Set-Aside for Small Businesses. SOLICITATION DOCUMENTS, SPECIFICATIONS, AND DRAWINGS: The solicitation, AG-3395-S-15-0023 and related documents, will be issued via FedBizOpps as a Request for Proposal (RFP) and will be available for downloading on or about May 5, 2015 at the website address: http://www.fedbizopps.gov/. All vendors are required to be registered in the System for Award Management (SAM) at http://www.sam.gov and the Online Representations and Certifications (ORCA) prior to award of a contract.
