- THIS NOTICE CONSTITUTES AMENDMENT NO. 0002 TO THE COMBINED SYNOPSIS/RFQ FOR PRAYING MANTIS ACCESSORY KIT. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to provide a revised synopsis/solicitation with revised contract line items (CLIN) structure and revised Statement of Work. The due date for receipt of offers is extended to 4 PM Local Time on 1 May 2015. Companies shall provide the information stated in this synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) no later than 4 PM local time on 1 May 2015. NNA15543809Q is issued as small business set aside; open to all small businesses capable of fulfilling the requirements of Praying Mantis Diffuse reflection accessory set forth in this solicitation may submit an offer. The NAICS Code and the small business size standard for this procurement are 334516, size standard is 500 employees. The offeror shall state in their offer their size status for this procurement. Offerors must have current registration and Representations and Certifications in the website SAM.GOV, and provide the firms DUNS number with their offer. All solicitation incorporated provisions and clauses in the RFQ are those in effect through FAC 2005-80 dated 2 March 2015 and may be reviewed at http://acquisition.gov/far/index.html. RFQ NNA15543809Q solicits firm fixed price offers for One Praying Mantis Diffuse system as described below: CLIN 0001 shall include: -One Praying Mantis Diffuse reflection accessory to be compatible with Digilab FTS 4000 Excalibur series spectrometers. -One Special Low/High temperature/ Low pressure Reaction Chamber compatible with the praying mantis. This liquid nitrogen dewar shall be tilted approximately 15 degrees to allow UV photolysis, via a flowing hydrogen discharge lamp, of the sample through the illumination/observation window by a 12 mm diameter beam. The infrared optical path should permit measurements between 500 and 14,500 cm-1 (e.g. KBr).The observation or photolysis window should be made of a suitable material which permits the transmission of lyman-alpha photons (121.6 nm wavelength) into the reaction chamber (e.g. MgF2). The reaction chamber shall operate at temperatures from -150 degrees Celsius to 600 degrees Celsius and be able to simulate pressures to 133kPa (1ktorr) and 0.133mPa (10-6 torr) vacuum. -One replacement Kalrez O-ring set for the reaction chamber. -One temperature controller, 110V A/C input, 24V AC output -One ATC-USB-485 communications cable/USB-to-RS485 converter for computer control of the Temperature controller. -One conversion kit to move the Praying Mantis diffuse reflection accessory from the Digilab FTS 4000Excalibur series spectrometer to the Thermo Nicolet Nexus, 670 spectrometer. -Two 15 x 2 mm zinc selenide windows -Four 15x2 mm MgF2 windows -The low temperature sample cell should be designed to permit UV photolysis of the sample while infrared spectra are being recorded.
