Description
Synopsis: The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), MD 21005, intends to solicit and award Firm Fixed Price (FFP) purchase order. This is intended as a competitive action in accordance with FAR 6.101(b) and 10 U.S.C. 2304. This effort is for the rewind/repair of failed Caterpillar SR4B alternators in the MEP-PU-810A/B NSN: 6115-01-609-8907, utilizing the EnduraSeal process NSN: 6115-01-623-4053. Caterpillar SR4B Alternator is a component of the MEP-810. The MEP-810 DPGDS is a medium voltage 840 kW generator set used across the Department of Defense. The system is capable of powering distribution networks to customers up to a distance of two miles away via transformers at 208/120 volts alternating current (VAC). Capable of operating in both the Auto, Manual and Utility modes, the DPGDS allows flexibility of monitoring and controlling operations from Generator Control Panels (GCPs) and/or remote operation via the Operators Remote Terminal (ORT). This capability allows the system/or an operator to start, stop, add and remove generators, operate in parallel, and provides the ability to form a power grid. As a Commercial Item Verification and Procurement program, DPGDS was developed to field the next generation of air transportable, electric power generation and distribution equipment for USAF and United States Army applications. These generators are deployed around the world, often in extreme environments, in Prime Power missions. Any source that can provide the EnduraSeal repair capability must show either: Information/data/documentation which shows that they have, in fact, previously repaired these items; or, provide a letter confirming that they are an authorized repair facility. The Government does not own the Technical Data Package (TDP). Therefore, those sources interested shall include details in their response/capability statement on how the repairs will be completed without the technical data. The contractor shall be required to warrant that such items will satisfactorily perform, when used for the purpose intended by the Army, for a period of five (5) year. If an interested source intends to subcontract more than 70 percent of the total cost of work to be performed under the contract, task order, or delivery order, please review FAR 52.215-22 and note the following requirements. 52.215-22(c)(2)(i) - The amount of the offeror's indirect costs and profit/fee applicable to the work to be performed by the subcontractor(s); and 52.215-22(c)(2)(ii) - A description of the added value provided by the offeror as related to the work to be performed by the subcontractor(s). This is a request for information only and all information received will be used for planning purposes only. The Army Contracting Command does not intend to award a contract on the basis of your responses or otherwise pay for the preparation of any information presented. All proprietary information should be marked as such. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
