- The United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) solicitation for USAID/INDONESIA - US-Indonesia Partnership for SOUTH-SOUTH AND TRIANGULAR COOPERATION Component (USIP-1). The overall goal of USIP 1 is that, at the end of four years, USAID assistance will have developed the capacity of GOI to provide more effective and strategic development cooperation. Key indicators that USAID will use to measure the results of the program are: 1) Number of milestones reached to advance SSTC with USG assistance; 2) Score on the Institutional Capacity Assessment tool for NCT; 3) Percentage of GOI ministries reporting outgoing development cooperation to the National Coordination Team or designated GOI body; and 4) Increase in percentage of investment leveraged from private and public sources for the GOI-USG SSTC program. By the end of the project, it is expected that there will be clear operating procedures for a consolidated unit reporting outgoing development cooperation, including outgoing development cooperation financial contributions and results, provided through GOI's SSTC. This unit will be able to collect data, analyze it, and report on its implications. It is also expected that SSTC and triangular projects will improve in quality and become more sustainable. The measurements of improvement will look at the project design cycle and planning process, based on USAID-GOI mutually agreed upon criteria. USIP 1 seeks three Outputs: 1) SSTC framework and intra-government coordination by GOI strengthened by increasing the capacity of the National Coordination Team and implementing technical line ministries and improving the inclusiveness of SSTC stakeholders in Indonesia; 2) Support for triangular cooperation increased to expand a scope and sustainability of triangular cooperation pilot activities and percentage of co-investment; and 3) Learning and knowledge management in SSTC advanced through increased collaboration between USAID, GOI, and partners (traditional and emerging development partners, civil society, think tanks, academia, private sector etc.) to conduct Collaborating, Learning, and Adapting (CLA) activities to advance the knowledge around SSTC and continue to adapt programming based on learning results. Accordingly, this solicitation intends to limit to legal-local Indonesia organization only. USAID anticipates awarding a Cost-Reimbursement completion type contract, with a total estimated cost not to exceed $4 million. The contract period is comprised of a basic period of four years. USAID intends to issue a full and open RFP on/or about 15 days from the posting of this notice. Please do not consider this announcement as an RFP, and do not submit your proposals until a formal RFP is posted. Potential Offerors should frequently check the Federal Business Opportunities at www.fbo.gov for the forthcoming solicitation and other information. The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2, Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors are encouraged to register themselves as an interested vendor. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice does not obligate USAID to award a contract, nor does it commit the U.S. Government to pay any cost incurred in the preparation and submission of proposals.
