Description
These are the Accessbility Requirements contractors must follow. THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire services. Responses to this RFI will be treated as information only. As such, the Government will not entertain questions concerning this RFI. The Government will not pay for information provided in response to this RFI or any follow-up information requests. The information provided may be used by the Social Security Administration in developing its acquisition strategy and statement of work. The Social Security Administration (SSA) is issuing this RFI to identify capable companies and exchange information with industry related to its efforts to obtain digital library services to create a customized virtual library with existing off-the-shelf digital library content. SSA anticipates that the selected vendor will design, and host a web-based digital library for the agency. In addition to administering, and supporting the online product for employees nationwide. This product would need to ensure that SSA complies with Section 508 requirements, relative to accessibility. The contractor shall be able to provide the following requirements: The contract requires the contractor to design, maintain, host, and support the digital library. In support thereof, the vendor provides: 1) A customized internet website designed specifically for SSA including, but not limited to, the use of logo, banner, text, content, and web page layout, as determined and approved by SSA. The website is accessible by SSA employees anywhere there is an internet connection. The website is accessible through a unique Uniform Resource Locator (URL) specific to SSA. 2) A customizable catalog of audiobooks on demand, available on cassette, CD, and downloadable audio format, playable on computers, laptops, and various mobile audio players, and video content available on VHS tapes and DVD. The catalog of contents shall include, but not be limited to, Human Resources and Work/Life subject matter such as but not limited to: Career Development, Elder Care, Child Care, Healthy Living (e.g., Nutrition, Fitness, Disease Prevention, Health Management, Substance Abuse, and Addiction), Stress Management, Self-Help, Financial Planning, and Management Support. SSA administrators have the option to monitor and select or deselect offerings. 3) A web-hosting service that allows SSA to upload various agency-related content, such as newsletters, announcements, and certain text and graphics, to the digital library website. This will include providing secured online data storage space, at a minimum of 5GB of total storage space, as well as a contingency backup plan for possible data recovery. This information will remain discreet and available only to SSA employees and the content thereof may be changed by SSA at any time. 4) A secure authentication procedure allowing only current SSA employees with a valid SSA email address access to the referenced digital library website. The procedure shall include a one-time registration process for each new user signing onto the web site and a secure username and password for subsequent login attempts. The users' registration information shall be kept secure, confidential, maintained by the contractor, and available upon request by SSA. SSA retains the right to take over all or part of the registration process at any time during the contract period. 5) The digital library website designed by the contractor shall include an index and a "Search" function to enable users to perform searches based on content titles, authors, and formats. 6) The digital library website designed by the contractor shall comply with the requirements in Section VII - Accessibility Requirements (See Attachment 1) 7) After SSA employees make their selection of audiobooks on cassette or CD or videos on DVD from the digital library website, the cassette, CD, or DVD shall be delivered to the recipients' address through the regular United States Postal Service or other appropriate carrier service at no cost to the agency. The recipients shall be provided with a customized pre-addressed, postage-paid mailer or box to return their selections. Employees shall not be charged for any lost, damaged, or stolen cassettes, CDs, or DVDs. There will also be no late fees or charges incurred for the return or lack thereof for cassettes, CDs, or DVDs. 8) The contractor shall offer audiobook titles in downloadable MP3 audio format, playable on computers, laptops, and mobile audio players. SSA employees shall have the option to download audiobooks from the online digital library website, available 24/7. The MP3 audiobooks shall be DRM-Free (Digital Rights Management-Free). SSA employees are permitted to keep the MP3 audiobook permanently after downloading, with no expiration and no transfer limit to other computers, laptops, or mobile audio players. 9) The contractor shall provide metrics and accurate reporting data to SSA on employee use and activity. These shall include periodic and monthly usage reports, as determined by SSA, detailing the number of new user registrations, the number of "hits" by current users, book titles selected, and any other customized metric related requests made by SSA, including, but not limited to, providing SSA with a list of individual names of employees currently registered or to whom offerings have been mailed in a given period or monthly. SSA may, upon demand, request, monitor, and analyze employee activity and data without prior notification to the contractor. SSA may require the vendor to provide the names of individuals who have been provided with services on a monthly basis. 10) The contractor shall monitor SSA's account balance monthly, making sure SSA does not exceed the estimated monthly allocation that could potentially exceed the annual cost. Contractor will notify SSA of the monthly balance in writing, and at no time shall the contractor exceed the monthly estimate without written acceptance from SSA. The contractor will cease disbursing further orders to SSA employees when the account balance reaches tiny_mce_marker dollars for a given monthly period. Should there be excess budget or unused funds in a monthly period, the contractor shall notify SSA of this occurrence in writing and SSA shall make the determination how the funds will be allocated. At no time will the contractor be entitled to retain the unused portion of the funds. 11)The contractor shall provide an online digital library website that is available 24/7 to SSA employees and is cross-browser compatible to the popular web browsers in the marketplace including, but not limited to, current versions of Microsoft Internet Explorer, Mozilla Firefox, Safari, and Google Chrome. 12) SSA shall have the option to select or limit specific audiobook titles from the contractor's content catalog and make available on the customized digital library website for SSA employees to select. The contractor shall provide SSA with an updated content catalog with new audiobook titles, subject to SSA's approval, and adding the new titles to the customized website. The contractor shall also remove particular books or titles from those selections offered to SSA employees upon request. 13) The contractor shall offer a "pay as you go" plan for the digital library service. SSA will provide prepaid funding at the start of the service period, and every online order made thereafter by SSA employees will be deducted from the prepaid balance, until the funds are exhausted. SSA may set a monthly limit on draws from the balance. SSA shall have the option to add additional funding toward future online orders during a fiscal year. SSA requests that companies provide feedback on any major concerns they have with the stated capabilities. SSA also requests the companies to provide any comments or suggestions to the stated capabilities. Interested companies with the capability of providing the requirement shall submit capability statements that demonstrate their expertise in sufficient detail, including any other specific and relevant information, so the Government can determine the firm's experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government's review of the industry's ability to perform or provide these requirements. SSA also requests that companies provide information regarding the availability of their services on existing contract vehicles, such as GSA, SEWP, and other agency IDIQ contracts. In addition to capability statements, firms must include this information in their responses: (1) organization name, address, email address, website address, and telephone number; (2) size and socioeconomic designation of the organization [i.e. small business, small disadvantaged business, 8(a), etc.]. Responses from industry MUST be submitted via email to Jameka.Anderson@ssa.gov April 28, 2015 at 5:00PM EST. No phone calls will be accepted. The subject line of the submission should read "RFI-0456-15-1002". NOTE: There is a size limit for email; no submission shall be greater than 5 MB. We emphasize that this RFI is for planning and information purposes. No solicitation exists; therefore, requests for copies of a solicitation will not be honored.
