Description
Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to CliniComp International, Inc (CCI).; San Diego, CA 92121, for the performance of non-personal services in support of the Navy Bureau of Medicine and Surgery (BUMED) enterprise and the Military Healthcare System (MHS). The MHS licenses the use of CCI Essentris software as the MHS's Inpatient Electronic Health Record (EHR) solution. It is used in combination with the Composite Health Care System (CHCS) and Armed Forces Health Longitudinal Technology Application (AHLTA) to form the backbone of the MHS enterprise Electronic Medical Records systems. Navy Medicine's extensive utilization of CCI's Essentris EHR since 1987 has brought to light an issue regarding accessibility to critical patient information. The services have identified that a lack of implementation standardization has hindered the Essentris Program for the enterprise. Though there is a "Gold Disk" set of standard notes defined on the CCI Expert Clinical Library (ECL) Department of Defense (DOD) Server, these are not completely integrated. There are key functional areas and shortcomings that require implementing standardized solutions to address deficiencies in interfaces, clinical tools, documentation and care workflows, reporting processes and the user experience. It has also been identified that there is no automated process established to distribute accepted enhancements throughout the enterprise. Additionally, an automated report examining the functioning system currently does not exist, i.e. reporting when an interface is not sending data. These reporting capabilities are critical to addressing deficiencies which arise due to the dependencies upon unreliable legacy architecture in the Military Health System (MHS). The purpose of this requirement is to develop new clinical and functional tools and workflows, develop new reporting processes, develop enhanced status boards and deliver new ongoing capabilities designed to optimize and manage the standardized clinical content and configuration. The estimated period of performance for this effort is a 12-month base year followed by four 12-month option periods. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 2:00 PM Local Time, April 30, 2015.
