Description
Question #1. For CLIN #X001 defined as Sharps Waste collection and disposal, it is understood to not only include the cost of the containers, transportation, and disposal of sharps but also includes the minimum labor requirement of one contractor employee to collect the sharps containers at the VA Little Rock location 8-hrs/day, 5-days/week, and for a second contractor employee at the North Little Rock location for 8-hrs/day, 4-days/week, for a total of 72 labor hours/week for both locations. In the canceled solicitation, this CLIN was for labor only. Please confirm the VA intends this line to include the containers, transportation, and disposal for 1300 sharps container and 72-hours of labor at the Little Rock and North Little Rock facilities. Contractor employees will be required to manage the sharps containers and RMW daily at both locations and sign manifests related to shipments and prepare waste according to all applicable State and Federal regulations/guidelines. Question #2. For CLIN #X004, the amount is 120,000-Lbs. In the cancelled solicitation, there was also 120,000-Lbs but it included the sharps, along with red bag medical waste, chemo waste, radiological waste, pharmaceutical waste etc. If the sharps are now removed from CLIN #X004 and placed into CLIN #X001, please list the waste types that CLIN #X004 can be expected to contain? Some containers may contain pharmaceutical waste Question #3. CLIN #0002 is defined as REGULATED MEDICAL WASTE COLLECTION (OTHER THAN SHARPS) AT ALL FACILITIES TO INCLUDE FOUR CBOCs. It is understood that the collection of Regulated Medical Waste (RMW) is currently performed by VA staff that delivers the red bag waste to the onsite Steam Sterilizer Macerator (SSM). Note: This only applies to the LR location! It is also understood that the contractor would only perform the collection of the red bag waste when the SSM equipment is out of service? Yes, applies for LR only 1. Will the contractor only perform this red bag medical waste collection service when the SSM is out of service for maintenance and repairs? yes 2. What is the historic annual average number of days the SSM has been out of service? 150 approximate 3. If the SSM is out of service on a weekend, will red bag waste need to be collected on Saturdays and Sundays? No, but immediately on Monday 4. How many hours per week does the VA staff currently spend collecting the red bag waste? 10-20 hours/week Is this the day shift only? no Monday through Friday only? no 5. Will the contractor be allowed to use the collection containers that VA staff currently use to collect red bag waste and transport to the SSM? yes 6. What is the expected daily/weekly volume anticipated while SSM is out of service? Approximately 1000-1800lbs/week 7. Please provide the number of RMW collection points, and the number and sizes of containers currently in use, that fall under CLIN #0002, for both the Little Rock and North Little Rock locations. LR-approximately 800 and NLR-approximately 500 Šapproximately 70% of the containers are 2 or 4 gallon. 8. What type of containers and count will be required by the contractor to collect the RMW for offsite shipment and disposal? Rigid, puncture and leak proof, containers as described by the DOT. At least 150 containers should be made available daily for change out at both locations 9. Will these emergency containers be stored at the VA or at the contractor's facility? both Question #4 Where/How is the waste currently stored until shipped offsite for disposal, at both the LR and the NLR sites, and what is the frequency it is shipped offsite at both the LR and NLR sites? LR- RMW stored in a trailer on the dock, removed 2x/week from site. NLR- stored in storage room on south side of hospital, removed 2x/week from site Question #5 Section III, Part (a), under Regulated Requirements, states the contractor shall provide appropriate storage for regulated medical and chemotherapy waste. Is this the trailer that the incumbent is using at one of the loading docks? yes Is the waste shipped on this trailer or just stored and transferred to another vehicle? Is there space for a trailer at both locations? No Where is the waste stored at NLR and provide the square feet available. There is a storage room outside (south) of the main hospital for storage of RMW. Question #6 There was a trailer parked at the LR loading dock that was used in some capacity for this contract. Is the trailer used to store waste, supplies, or both waste and supplies? Waste and supplies Does it ever leave the dock? no Question #7 Since the current provider has a storage trailer on site at the loading dock, if awarded the contract, will the awardee be afforded the same opportunity to have a storage trailer of similar size staged at the loading dock? yes Question #8 If awarded the contract, can the awardee have escorted access to do a thorough ward walk analysis so that we can have the appropriate containers and accessories that we need for the conversion? Also, during the ward walk, we will be able to communicate with the appropriate person (usually Engineering and the associated Nurse Manager) for any areas where the container location may need to change based on NIOSH guidelines? yes Question #9 The job description for CLIN #0001 and #0002 does not match any of the definitions provided by the US Department of Labor. Please select the job title that the VA considers to be the rate the contractor must use for CLIN #0001 and #0002 and will verify the contractor is paying this rate to the employees. Janitor 11150 Question #10 Will the main Little Rock VAMC utilize the current onsite medical waste processing unit and only have a need for the residual medical waste that is not processed by this unit to be collected and disposed of by the contractor? Yes Will the contractor be utilized for Full Service or Backup related to medical waste disposal? Yes Who will be responsible for running the current onsite medical waste processing machine? CAVHS employee Question#11 Specifications: Page 4: Contractor will provide all labor/personnel, waste processing and treatment equipment, supplies, packaging, etc. Can we confirm that it's acceptable to take the medical waste off site to an alternate location to process? yes Question#12 Regulated Requirements: "Existing sharps container locations and sizes will be used as a guideline" Does this mean the 2 gallon container locations that are already in some areas including patient rooms will suffice, or is the intention to change to 4 gallon containers in every patient room? The intent is to change all smaller containers to 4 gallon size. Question#13 Can you confirm the sharps containers are already in public restrooms or will additional sharps containers need to be provided for the restrooms? Question#14 Bid discusses incinerate waste and they your staff will transport down and dispose. In LR our EMS staff will transport medical waste down for disposal by the RMW processing unit. A.) can we confirm its trace chemo only and not bulk Chemo? Trace chemo however, the possibility for bulk chemo could arise and disposal will be necessary. B.) Who provides the yellow containers? Contractor The VA or the contractor? Contractor Currently, the VA provides the yellow containers for incinerate waste (these containers are disposable).
