Description
This is a synopsis/pre-solicitation notice for commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to competitively award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP). This procurement is being solicited on an unrestricted basis. Interested persons may identify their interest and capability to respond to the requirement. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for 3 each Radioisotope Identifiers (RIDs). TECHNICAL SPECIFICATION General. The RID shall be a portable, handheld, digital instrument for the detection, measurement and real-time identification of various gamma-emitting radioisotopes near background rates. This instrument shall not have an installed radioactive source. Display. The display shall have the following features. (a) A backlit, color LCD. (b) The ability to display dose rates of µR/h, mR/h, R/h; µSv/h, mSv/h; µrem/h, mrem/h, rem/h (user selectable units). Detectors. (a) Geiger-Mueller Tube. Internal GM tube for high dose/count rate measurements. (i) Energy. 30-1400 keV or more. (b) Scintillation Detector. NaI(Tl) detector for low dose/count rate measurement and isotope identification. (i) Sensitivity. 13,000 cps/mrem/h (±3.5%) or more. (ii) Energy. 50-3000 keV or more. (iii) Nuclide Identification Energy Tolerance. ±4% or better. (iv) Shall have the ability to discern Bremstraahlung emissions of 90 Sr at 2x background rate. (c) Combined. (i) Throughput. 50 kcps or more. (ii) Input count rate. 500 kcps or more. (iii) Does Rate Equivalent. 1 µrem/h-10 rem/h. Audio Output. The RID must have a built-in speaker with volume control and sensitivity adjustment. Alarm. The RID must provide separate alarms for measurement functions with user-specified set points along with audible and visual indicators. Environmental. (a) Humidity. Up to 80% RH (non-condensing) and Pollution Degree 2 (as defined by IEC 664) or better. (b) Shock. Must withstand a drop from 1m height onto concrete. (c) Protection. Must be dust and low-pressure spray proof. Power. The RID must have a battery life of 8 hours or more. Connection. The RID shall have a USB device interface for connection to host computer for spectrum upload and library/efficiency download. Weight. 2.7 kg (6.0 lb) or less with any probes attached. Cases and Configuration. Case Design. The instruments shall be supplied with field carrying cases to minimize damage. The carrying cases shall be rigid, shockproof, waterproof (blowing rain) and dust proof. Size. Cases shall meet checked-bag limitations for regular-sized luggage size and weight on all major US carriers. Generally, this entails a loaded weight of less than 23 kg (50 lb) and measuring no more than 158 cm (62 in.) adding the dimensions: height + width + length. Any additional specifications for the supply items will be listed with the posting of the solicitation. The required delivery of the supply items is 60 days after date of award. The NAICS Code for this procurement is 334511 with a size standard of 750 This announcement does not constitute a solicitation.
