- Attachment 2 - Draft PQs Attachment 1 - Draft SOW Special Notice: This is neither a request for formal Request for Proposals (RFP) or quotes. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Objective: The Naval Research Laboratory (NRL) is searching for potential sources that are capable of performing the requirements set forth in the attached draft Statement of Work (SOW) titled "Development, Testing and Assessment of Advanced Electro-Optic/Infrared (EO/IR) Aircraft Self-Protection Systems and Advanced Intelligence, Surveillance, Reconnaissance (ISR) Systems" The intent of this RFI is to gauge industry interest, capabilities and relevant experience to support NRL personnel in performing the task areas listed in the attached draft SOW and personnel qualifications. Location of Work to be performed: The primary place of performance is the Naval Research Laboratory- Washington D.C. 20375-5320 Resources: To aid industry in evaluating their ability to perform the requirement, the following documents have been attached: 1) Draft Statement of Work (SOW) 2) Draft Personnel Qualifications. CONTRACTOR RESPONSE FORMAT: The NRL asks that interested parties, at a minimum, supply the following information: 1) Name of Company and Point of Contact (POC) 2) Telephone Number, Fax Number, Address and e-mail address of POC 3) Company Cage Code and DUNS number 3) Business Size and number of employees with proposed NAICS and PCS codes 4) Capabilities statement and relevant company and personnel experience in the task areas listed in the draft SOW and Personnel Qualification. 5) Whether or not the Company has a contract under Seaport-e or GSA - Oasis or Oasis SB contract 6) Please specify if subcontracting possibilities exist and/or if all tasks can be performed in house and 7) NRL will consider any comments regarding the draft SOW and Personnel Qualifications to provide clarification for final draft of the documents. Past Performance Information Please provide in the response a list of Navy, DoD or Federal contracts supported during the past 36-months with a brief description of the service provided for each contract. Only list contracts with effort similar to those detailed in the draft SOW. Type of contract Award of a 5 year Indefinite-Delivery, Indefinite Quantity (IDIQ) contract with cost-reimbursable task orders or a Task Order under a Government-wide Acquisition Contract (GWAC) is contemplated. Assumptions: Please provide a list of assumptions, if any, which were considered in formulating the response. Submission of Information: All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. It is requested that the above information be provided no later than 4:30 PM (EST), 24 APR 2015.
