- The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the research directed at understanding Phase 1 creep at temperatures in the range of 1000 to 2000 degrees Fahrenheit for the following composites: Gr/PI, GR/Ep and GI/PI. A usable computer code must be developed to associate with the various parameters considered. A factor of safety of 1.25 will be applied. The output of this effort will be a set of design stresses as a function of temperature and period of stress application that will provide confidence that a structure subjected to stresses and temperature below the appropriate stress/temperature line will strain less than 0.2%. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 541380 - Testing Laboratories. Business size standard is for NAICS 541380 is $15M. The proposed source is Texas A&M University. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm Local (Wright-Patterson AFB) Time, Monday, April 6, 2015. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Air Force Institute of Technology is in the process of aiding Eglin Air Force Base in the design of a missile that flies at Mach 5. Dr. Muliana has several research papers in the area of nonlinear viscoelasticity which is a major part of this research. She has access to a student that is interested in working on this research topic as part of the students MS thesis. Texas A&M also has access to various professors in the area of metallurgy that can serve to be a benefit as the project is developed. Dr. Muliana has an extensive background in the required field and is the only individual with both the capability to lead the research and an interested graduate student. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
