- The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Command's (ARDEC) Benet Laboratories (BL) intends to award a sole source purchase order to Arnold Defense and Electronics LLC located at 3000 Arnold Tenbrook Rd, Arnold, MO 63010. The NAICS Code for this acquisition is 332510 and the small business size standard is 500 Employees. The government requires Two (2) bore cleaning systems; one (1) for the 105mm cannon system and one (1) for the 155mm cannon system. This requirement includes brushes for both bore cleaning systems that do not require the use of any cleaning chemicals. The following are the other requirements of the bore cleaning systems: (1) the system shall be capable of cleaning without the use of lubrication, wiping, and lubricating 155mm and 105mm tubes, rifled bore, with heads operating from a common control apparatus; (2) the system shall be powered from an external source to the system and the source shall be of a type typically found around military vehicles and repair shops. This power source is preferred to be compressed air of approximately 90psi and having less than 100cfm demand; (3) this system shall be completely portable and capable of being used on tubes on or off of the vehicle/gun; (4) the system use shall be a one man operation and it shall be capable of being loaded from either end of the tube; (5) changeable heads shall be used to clean, wipe and lubricate the tube; (6) this system shall not require additional room around the vehicle/gun/tube other than ordinary walkway and working access. In other words; the use of extended tubes or rods is not acceptable; (7) the cleaning, wiping and lubricating heads shall auto reverse on reaching the far end of the tube; (8) cycle time for a complete pass and return through the tube shall be approximately one minute. A typical time to do a complete clean, wipe and lubrication of a tube shall be 15 minutes; and (9) quick release couplings shall be used throughout and hand tools will not be required. AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(a) (2) (ii) (A), citing duplication costs to the government in fulfilling the agency's requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive quotes. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. No costs may be incurred for this effort unless specifically authorized by the Contracting Officer and this notice does not constitute such authorization. The Government reserves the right to award without discussions. The closing date for this notice is 29 April 2015 16:00 Eastern Standard Time. The Airnesco Bore Cleaning System (BCS) provided by Arnold Defense and Electronics LLC is unique because it is the only system, currently on the market, that meets all the Army's requirements to immediately implement the use of a bore cleaning system. The purchase order will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text.
