Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of responsible firms that would be interested in submitting proposals in response to the anticipated solicitation. The Estimated Construction Cost for this project is between $5,000,000 and $10,000,000. The NAICS code associated with this procurement is 236220, with a size standard of $36.5 million average annual receipts. The General Services Administration (GSA), Public Buildings Service (PBS), Northeast and Caribbean Region is seeking qualified General Contractors (GC) interested in providing construction services for the modernization of the Clemente Ruiz-Nazario U.S. Courthouse (CH) and the Link building that connects the Courthouse to the Federico Degetau Federal Office Building (FOB). This project will serve as a follow-on action to the High Performance Green Building (HPGB) project funded through the American Recovery and Reinvestment Act (ARRA) of 2009. The building is located at 150 Carlos E. Chardon Street which is on an existing 27 acre federal campus located in the Hato Rey area of San Juan. The modernization of the Courthouse and Federal Office building, aspires to greatly improve the environmental impact of the facilities. These facilities were constructed in the early 1970s, and, aside from small retrofits, were still utilizing the original base building environmental systems. The existing system cooled the facilities using chilled water air-handling units served by a water-cooled chilled water plant located in the basement of the FOB. The chilled water plant rejects heat to cooling towers located on the roof of the FOB. In addition to this central plant, there is an auxiliary exterior, grade-mounted chilled water plant that provides additional cooling when necessary. The facilities are located in the Hato Rey area of San Juan, Puerto Rico, which is a hot, humid environment. As a result, there is a continuous demand for cooling and dehumidification, particularly during the occupied daytime hours, and there is no demand for space heating. Improvements to the facilities have been implemented, including new window installations at the CH & FOB, to reduce load and increase efficiency of the building systems. In 2011 the high-performance green building modernization project began with the primary goal of reducing the annual energy consumption of the facilities and to further employ sustainable "green" strategies at the facilities therefore making healthier environments for their occupants. In this case, a healthier environment refers to greater thermal comfort, better indoor air quality, more comfortable lighting, and less toxic finishes (paints, floors, walls, ceilings, sealant, adhesives, etc.). To achieve this, the GSA committed to replacing all of the existing lighting and environmental systems with newer, more efficient, more effective systems. As originally designed the project was to, at minimum, comply with the 2009 International Codes (including Mechanical, Energy, and Plumbing, among others), and achieve Silver Certification in accordance with LEED-NCv3.0. The original HPGB project outlined above has been completed generally through its second phase, including the complete upgrade of the chiller plant, replacement of the majority of the power distribution and substations, the installation of new roof and a solar photovoltaic system at the FOB and HVAC, lighting and ceiling upgrades to roughly 50% of the tenant the areas in the FOB and CH building. The project described by this document seeks to complete the intent of this project as close as possible to the original design intent as a "follow-on" comprising the unfinished portions of the both buildings per the original design documents for the HPGB, plus bid options for the extension to the Link Entry Building, upgrade of the Nazario Lobby HVAC and additional work items in the FOB. The Government anticipates the release of a Request for Proposals (RFP's) for the technical portion of this procurement on or about June 30, 2015. The RFP will be issued via the FedBizOpps internet site at: https://www.fbo.gov. Interested offerors are STRONGLY encouraged to register on this site to receive notifications of actions associated with the solicitation. Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. The selected GC will provide construction for completion of the follow-on project that will be approximately 54,400 SF. Construction elements include but are not limited to building construction services, fire protection, lighting, mechanical and electrical upgrades, and asbestos abatement. A Site Visit / Pre-Proposal Conference will be held for the procurement. The date and time will be posted on the FedBizOpps (estimated date is on July 21, 2015). The purpose of the conference will be to discuss the projects and address any questions or concerns and to provide offerors the opportunity to visit the site. Interested Offerors are requested to answer the following questions with their submission: 1. a. Has your firm provided GC services for at least three building construction projects of a minimum value of $5,000,000? Provide a brief narrative that demonstrates your firms' capabilities providing construction services. b. Has your firm renovated HVAC systems for existing building structures? If yes, state whether the buildings were occupied during construction. 2. a. Does your firm have the Bonding Capacity for a project over $5,000,000? b.What is your maximum bonding capacity? 3. Has your firm worked on a project that involved LEED strategies and required documentation for a LEED rating submission? 4. Is your firm considered a small business concern with a size standard of $36,500,000 in annual receipts average over the last 3 fiscal years? 5. Is your firm certified under a Small Business Administration Socio-Economic Program, such as SBA- Certified HUBZone, SBA- Certified 8(a), Small Disadvantaged Business (SDB) concern or a Service- Disabled Veteran- Owned Small Business (SDVOB)? Is yes, state which SBA Program. Please respond with a Letter of Interest by Close of Business, April 27, 2015. Again, this is not a Request for Proposals. Offerors who wish to receive the solicitation documents when the RFP is issued must first complete and submit to the Contracting Officer a Sensitive But Unclassified (SBU) Document Security form. This form will be available with the Request for Proposals and upon request from the Contracting Officer. Documents will not be released until the completed SBU form has been submitted to the Contracting Officer (this includes all subcontractors and suppliers). INTERESTED OFFERORS ARE STRONGLY ENCOURAGED TO COMPLETE THE SBU FOR THEMSELVES AND ALL POTENTIAL SUBCONTRACTORS AND SUPPLIERS IN ADVANCE OF THE RFP ISSUANCE. This will facilitate prompt distribution of the documents when the RFP is issued.
