- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Kintronics Incorporated, 500 Executive Blvd, STE 202, Ossining, NY 10562. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334112, Computer Storage Device Manufacturing; the size standard is 1000 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Kintronics Incorporated, 500 Executive Blvd, STE 202, Ossining, NY 10562 for a Network Attached BluRay Archive Appliance with 105 slots and 2 BD drives. The new FBI Facility located in Huntsville, Alabama will have over fifty computer-based instrument controllers and workstations. These controllers are connected to Chemnet, a network tool for data archiving and processing. While Chemnet servers are used to offload data from instruments, a BluRay Data Jukebox is used to permanently archive the data to disk and valuable save space on the servers. For disaster recovery, entire system images are routinely made of each instrument system, and these large files must be stored on the jukebox. In addition, the data jukebox is used to store all digital instrument manuals, which allows for required document control while making them available for all instrument users on Chemnet. The technical requirements for this network Attached BluRay Archive Appliance is: • BluRay Data Jukebox capable of storing 350 disks; • Two Internal SAS BluRay read/write drives with multi-format capability; • Must be capable of reading and writing 25 GB, 50 GM, and 100 GB BluRay disks; • Must have a capacity of at least 35 TB; • Must include full licensing for Point Jukebox Manager archiving software with read and write licenses, including Event Controlled Recording (ECR); • Must be capable of storing raw data files without compression or alteration to structure, size, or file name; • Must be capable of spanning multiple disks when archiving directories over 100 GB; • Must be capable of cataloging all existing data CDs, DVDs, and BluRays for retrieval; • Must include built-in NAS system with 1TB Raw (500GB if configured in Raid 1), 2 x 1GB TCP/IP (NIC) Interfaces, and WIN2008R2 license; • Redundant power supplies; • Two year warranty; • 5 x 9 x NBD on-site maintenance included; • Must be fully compatible with the FBI owned DISC4000 system used at Quantico, VA. The Kintronics DISC4000 Data Jukebox and Point Jukebox Manager software was configured, installed, and supported by Kintronics on Chemnet in Quantico, VA. The new FBI Facility in Huntsville, Alabama must be fully compatible with the existing hardware and software to ensure seamless remote administration and data recovery. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Kintronics Incorporated because of their propriety software, licenses agreement, and equipment and the only vendor that can install a system that will be fully compatible with the FBI owned Kintronics DISC4000 system used at Quantico, VA. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, April 13, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
