- NAVSUP Fleet Logistics Center Norfolk “ Philadelphia Office intends to acquire on a sole source basis, under authority of 10 the Clinger-Cohen Act of 1996 - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a)., with The Consortium of Universities of the Washington Metropolitan Area for the acquisition of services essential to meet NPRST ™s needs of technical and analytical support for research in critical areas of the NPRST research program. Such support includes providing appropriately trained and experienced undergraduate, graduate students, and/or post-doctoral fellows, and faculty members for direct work on NPRST research and analysis; facilitating a mentoring relationship between NPRST researchers and Consortium undergraduate and graduate students; providing faculty to supervise students to perform advanced research and analysis; matching faculty expertise to designated research and analysis needs within NPRST; providing a pool of subjects for research and studies where this is deemed necessary and mutually agreeable. The applicable NAICS code is 611710. The Government anticipates this requirement to be awarded as an indefinite quantity indefinite delivery firm fixed price contract. This notice of intent is not a request for quotes “ however, the Government will consider information received by the specified response date. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement based on responses received is solely within the discretion of the Government, and will not pay for information submitted in response to this notice.
