- UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH2215Q00015 Side Impact Decelerating Sled Reproducibility Testing Introduction The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. Applied Vehicle Safety Research conducts research to reduce the number of fatal and serious injuries that occur in the United States each year. Research is conducted to support developing and upgrading test procedures for evaluating motor vehicle safety. Research encompasses new and improved vehicle design, safety countermeasures and equipment to enhance occupant safety. This is a synopsis in accordance with FAR 5.203(a) to issue a 15 day public notification prior to the issuance of a solicitation DTNH2215Q00015. NHTSA intends to issue a solicitation for a Full and Open Competition to provide Side Impact (SI) Decelerating Sled Reproducibility Testing. NTHSA intends to award a Firm Fixed Price contract, in accordance with FAR13.302. The applicable NAICS code and size standard for this application is: 541380 and not greater than $14.0M The anticipated period of performance is a 12 month period. The solicitation will be issued on or about April 22, 2015. Scope of Work The objective of this Purchase Order is to evaluate and compare kinematic/dynamic responses in side impact sled-on-sled tests in support of NHTSA's child restraint side impact test procedure development. NHTSA plans to conduct eighteen (18) sled-on-sled side impact tests using the developed test procedure to further demonstrate reproducibility of the side impact test procedure on a decelerating sled system. The tests shall be conducted on a deceleration sled system. Two child restraint system (CRS) configurations shall be conducted - forward facing and rear facing. The Q3 side (Q3s) three-year-old and the Child Restraint/Air Bag Interaction twelve-month-old (CRABI 12) anthropometric test devices (ATD) will be used for testing. The Hybrid III three-year-old (HIII 3YO) child ATD will be used for baseline tests. Tests shall be conducted at a given sled buck angle, sliding seat pulse and sled velocity. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
