- The Great Lakes Acquisition Center, on behalf of Veterans Integrated Service Network (VISN) 12 Pathology and Laboratory Medicine Service (PaLMS), intends to negotiate a sole source contract with the University of Illinois Office of Business and Financial Services, Chicago, IL, for Flow Cytometry Technical Reference Laboratory services. The anticipated period of performance will be May 1, 2015 through September 30, 2015, with one, six-month option to extend services. The contractor shall provide all labor, supplies, equipment, maintenance, information technology, and supervision necessary to provide these services, including specimen preparation and storage, transportation of clinical laboratory specimens, performance of analytical testing, and reporting of the test results. Testing panels/cell markers required under this contract are listed below. "Screening Panel -Kappa, CD8, Lambda, CD56, CD34, CD138, CD23, CD4, CD19, CD3, CD5, CD33, CD38, CD45 "Isotype Panel - IgG2b FITC, IgG1 PE, IgG1 ECD, IgG1 PC5.5, IgG1 PC7, IgG1 APC, IgG1 APC A700, IgG1 APC A750, IgG1 PB, CD45 "Acute Myeloid Blast Panel - CD7, CD34, CD14, CD13, HLA-DR, CD33, CD16, CD117, CD15, CD45 "Plasma Cell Neoplasm Panel - cyKappa, cyLambda, CD20, CD138,CD19, CD117, CD38, CD45 "Chronic/Mature B-Lymphoid Disorder Panel - CD103, CD79b, CD10, CD5, CD200, CD25, CD43, CD19, CD45 "Intracellular Panel - TdT, MPO, CD79a, CD3, CD45 "B-ALL2 Panel -CD7, CD34, CD24 CD20, CD13, CD10, CD19, CD45 "T-ALL2 Panel -CD7, CD1a, CD10, CD8, CD2, CD3, CD4, CD117, HLA-DR, CD45 "T2 Panel -CD7, TCR??, CD8, TCR??, CD2, CD4, CD16, CD3, CD57, CD45 "T-Cell Panels - CD4 and CD8 Profession interpretation services are not required under this contract. Contractor is required to have at least three years of experience in performing technical aspects of flow cytometry services and hold a Certificate of Compliance or Certificate of Accreditation from the Center for Medicare and Medicaid Services as meeting the requirements of the Clinical Laboratory Improvement Amendments of 1988. To the best of our knowledge, the University of Illinois is the only vendor that is able and willing to limit their services to the enumeration of cell markers by flow cytometry technology alone and do not require contractor pathologists to interpret the cell marker findings to render a diagnosis. Additionally, the University of Illinois is the only vendor able to provide same day test results. The authority permitting other than full and open competition for this procurement is 41 U.S.C. 3304(a)(1) Only one responsible source and no other supplies/services will satisfy agency requirements. This authority is cited and justification made based on the determination that the Government's minimum needs can be best satisfied by services available from one source. The NAICS code for this requirement is 621511. This notice of intent is not a request for competitive quotations. No solicitation documents are available and telephone requests will not be honored. However, if a vendor believes it is capable of performing these services, the following information must be provided to the Contracting Officer: 1.Provide information that describes offeror's company history and background that demonstrates offeror has at least three years of experience in performing technical aspects of flow cytometry services. 2.Provide a current copy of all contractor/sub-contractor(s) relevant licenses and certifications (i.e..CLIA) 3.Provide potential pricing for each panel listed above. This information must be submitted via email to elester.wilbern2@va.gov and becky.cincotta@va.gov by 1:00 p.m. Central Time, Monday, April 13, 2015. Supporting documentation must also be furnished with sufficient detail to demonstrate the offeror's ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to open the requirement to competition, based upon responses received, is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with the University of Illinois.
