- ID02120052-19_Limited Sources Justification for Training and TIC FINAL Description of Action This contractual modification action is for a limited source justification award for a new modification to International Business Machines (IBM), 6300 Diagonal Highway, Boulder, CO 80301 for additional support required for the sustainment of the IBM provided training environment and continuation of support for the secure Trusted Internet Connection (TIC) between the vendor (IBM) and the Department of Veterans Affairs (VA). IBM currently provides a virtual training environment for use in delivering coursework on operating the Human Resources Information System (HRIS) Shared Service Center (SSC) (a.k.a., HR Smart). IBM does not sustain this environment in between training classes. VA requires that the training environment remain active in between delivered coursework and until all deployments are complete as it could be used to re-orient trained personnel and for VA to access it to supplement IBM delivered training where and when needed during transition from the legacy system to HRIS. The TIC support requires continuance due to VA issues with installation causing delay in testing. VA experienced un-anticipated delays in delivery of hardware for installation of the TIC permanent connection at its Austin Information Technology Center (AITC). As a result, testing of the permanent connection could not be completed within the allotted time on contract. It is necessary to ensure operational status thru testing prior to live production. The requesting activity has an already awarded requirement for the design, development, testing, training, deployment, hosting, help desk support, and also operations and maintenance (O&M) services for an enterprise Human Resources Information System (HRIS) that will replace the legacy 50+ year old Personnel Accounting and Integrated Data (PAID) which is nearing its end of life. The new system, being provided by IBM, will provide VA Human Resource (HR) Specialists with personnel action processing capabilities, and both HR Specialists and all VA employees with benefits administration and compensation management capabilities. This enterprise system will serve the entire VA and over 300,000 personnel. The TIC is being installed to create a permanent, secure connection between the external host (IBM) of HRIS and VA. The TIC permits for a more efficient, effective, and reliable continuous transfer of data between the service provider and end user. It also provides for improved monitoring of data and flow of data between systems for better overall management of delivered services. Due to issues VA encountered with acquisition and installation of hardware at its own facility, it is necessary to permit the vendor (IBM) more time to complete testing the connection to confirm it is operational, which must occur prior to HRIS deployment to the VA community.
