- The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the U.S. Army Medical Materiel Agency (USAMMA) is conducting market research to identify any sources with the capability of providing the required medical device with software that takes quantitative magnetic resonance imaging (MRI) measurements of the brain as described herein. USAMMA is seeking to purchase a total of nine (9) workstations (such as the CorTechs Labs, Inc. NeuroQuant workstations) for both CONUS and OCONUS locations. The military treatment facilities intend to use NeuroQuant to assist in determining how Soldiers are affected by blast and other traumatic brain injuries (TBI), which often have no visible impact, but often leave the Soldier with neurological issues, to include headaches, memory lapses/loss, and decreased ability to concentrate/focus. Other uses include treating patients that been diagnosed with dementia of some type, such as Alzheimer's disease. NeuroQuant has been identified as the only workstation that will satisfy the Government's need as no other devices and/or software have been cleared as a medical device by the FDA. The required workstations must meet the following specifications: 1)Shall take quantitative magnetic resonance imaging (MRI) measurements of the brain. 2)Shall automatically segment and measure different structures of the brain, including the hippocampus and ventricles of patients, and compare them to a Food and Drug Administration (FDA) approved-database of average, quote mark normal quote mark brains. 3)Shall measure neurodegeneration, and provide a baseline from which to compare a patient's measurements over time. 4)Shall be FDA approved as a medical device This is a combined Sources Sought Notice (SSN) and Request for Information (RFI) only. This SSN/RFI is open to small business concerns only. The Government is seeking to identify qualified sources under NAICS code 511210 (size standard: $38.5 Million). Any interested parties should respond to the this SSN/RFI to provide the following information, via email to lisa.m.zarick.civ@mail.mil no later than 5:00 pm Eastern Time, Friday, 10 April 2015. 1)Name of product(s) that can meet the specifications listed above to include the manufacturer name 2)Data or specification sheet that details the item features 3)Contact information of individual responding to this announcement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. All responses received will be reviewed to determine if other workstations can satisfy the Government's need. This is not a solicitation for proposals, proposal abstracts, or quotations and no contract will be awarded from this SSN/RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement. No hard copy responses or telephonic questions will be accepted.
