Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a contract entitled "ShoreZone Imaging and Mapping along the Alaskan Peninsula." This procurement is being conducted in accordance with FAR Part 15. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resultant contract administration. The Government intends to award a time-and-materials type contract for this effort. The period of performance of the resultant contract is anticipated to be 36 months. The estimated cost of this study is between $400,000 and $450,000. The applicable NAICS Code is 541990, All Other Professional, Scientific, and Technical Services. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. ShoreZone mapping is a technique that will provide BOEM with the most comprehensive biological, physical, and geomorphologic data within the Gulf of Alaska along the Aleutian Peninsula. The BOEM analysts and decision makers will use shoreline mapping information for identifying high priority fish and wildlife habitats in NEPA and ESA (Endangered Species Act) analyses and documentation for Lease Sales, EPPs and DPPs and in post-sale and post-exploration decision making. The BOEM will also use information in the agency's Oil Spill Risk Analysis by classifying habitat types and other features by Generalized Land Segments. The data will also provide an improved level of detail for use in: coastal contingency planning and oil spill response; monitoring habitat change in the event of context of future offshore oil, gas and mineral development activities and updating Environmental Sensitivity Indices (ESI). The primary goal of this study is to facilitate the continued imaging and mapping of biophysical resources of the coastal supratidal, intertidal, and subtidal areas in Alaska This study will collect, document, and classify coastal imagery along the Alaska Peninsula, as of 2015, a gap where ShoreZone has not been previously collected. The objective of study is to obtain the services of the Contractor to image and map specific segments of the Gulf of Alaska along the Alaska Peninsula with the standardized ShoreZone methodology (BOEM, 2014). This project will also provide ground surveys to get detailed physical and biological measurements throughout the various and often unique coastal habitats. At least 10 stations will be with the potential for long term monitoring in the future. Sediment samples will be archived from each shore station for hydrocarbon analyses in the event of a local or regional oil spill. These ground surveys called, ShoreZone Shore Stations, will be added to the statewide database and made available online to the public in a spatially explicit and query able database. The video imagery will be interpreted and mapped (housed in ArcGIS and Geodatabase) into catalogs to provide a spatial framework for coastal habitat assessment on local and regional scales. This data will aid our understanding of the different habitats along the coastal shorelines and also increase our ability to detect future changes. An accuracy assessment is required for maps using the ground data and correcting the habitat maps as needed to provide maximum accuracy.
