Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to award on a sole source basis from Insitu, Inc., 118 E. Columbia River Way, Bingen, WA 98605, a Basic Ordering Agreement (BOA) to procure parts and upgrades for the existing ScanEagle fleet at NSWCDD, to maintain and upgrade said fleet in support of core range capabilities as well as program-specific needs, and secure engineering and flight support for ScanEagle and Integrator payload integration and testing. This agreement will also allow the procurement of payload design and integration, system modifications, engineering support, and test support and field service representative services on-site and off-site for the ScanEagle as well as other longer range and larger payload variants of the ScanEagle, such as the Integrator. The agreement will also provide for the procurement of training services to ensure that UAV operators at NSWCDD can safely and successfully operate and maintain the UAV fleet. The proposed agreement is for five years. Work to be performed and required deliverables shall be specifically described in individual delivery orders placed against the BOA and shall be within the parameters of the tasks. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. However, responsible interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received. Phone call responses will not be accepted. This requirement will be awarded in accordance with the authority of 10 U.S.C 2304 (c) (1) and FAR Part 6.302-1 (a) (2). No other vendor has the capability to perform the required taking. These systems were privately developed by Insitu, and Insitu is the sole provider of the hardware and software components required to upgrade NSWCDD's existing fleet of ScanEagles. Insitu owns the ScanEagle and Integrator designs and are the only vendor to ensure that any payload modifications are made within original design constraints. Only One Responsible Source and no other supplies or services will satisfy the agency requirements. Anticipated Award date is 16 September 2015.
