- NOTICE OF INTENT TO AWARD A SOLE SOURCE: The Department of Veterans Affairs, SAO West - Network Contracting Office (NCO) 22, for the Veterans Affairs Healthcare Systems' Patient Aligned Care Teams (PACT) Intensive Management (PIM) members for the Veterans Affairs Greater Los Angeles Healthcare System's (VAGLAHS) Healthcare System Research and Development (HS&D) Center of Excellence (152) intends to solicit and negotiate with one source, Dr. Susan Vivell. The statutory authority for restricting competition under Simplified Acquisition Procedures (SAP) for Single Source, commercial item acquisitions not exceeding the Simplified Acquisition Threshold (SAT), currently $150,000, is 41 U.S.C. 1903, as implemented by FAR 13 Simplified Acquisition Procedures. VAGLAHS Healthcare System Research and Development (HSR&D) Center for the Study of Healthcare Innovation, Implementation & Policy's three (III) phase project design originated collaboration from subject matter expert (SME) Dr. Susan Vivell. Dr. Vivell has provided significant contributions that lead to the completion of Phase I. It would be extremely difficult, costly, and detrimental to the PACT Intensive Management (PIM) project Phase II to acquire and transition with another SME. The North American Industry Classification System Code (NAICS) is 541712 with a size standard of 500 employees. Dr. Vivell, a women-owned small business concern under that NAICS. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the requirement above may give written notification to the point of contact no later than 10:00 A.M., (PST) on April 10, 2015. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
