- The U.S. Environmental Protection Agency (EPA), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, seeks to enhance aspects of its periodic quality control activities related to sampling and analysis systems used for chassis testing of vehicle emissions. The exhaust simulation device described in the Statement of Work will be used to perform supplemental verifications and diagnostic checks of sampling and analytical systems designed for testing vehicles according to 40 CFR Part 86; Subpart B, C; and 40 CFR Subpart 600, 40 CFR Part 1065 and CFR Part 1066 including. The acquisition of this Commercial item will be subject to Full and Open Competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334519 Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. EPA is seeking a contractor to provide, configure, install and commission an analytical gas injection device for simulating exhaust emissions. This system shall be designed and perform with sufficient accuracy and precision to identify performance deficiencies in test equipment utilized to measure vehicle exhaust emissions according to the requirements of Code of Federal Regulations 40 CFR Part 1066 "Vehicle Testing Procedures", 40 CFR, Part 86, "Control of Emissions from New and In Use Highway Vehicles and Engines". The device will be used for quality control of emissions test equipment, trouble shooting and method development work associated with EPA Tier 3 vehicle emissions regulations. The core requirement of this contract shall be to configure, build, and install an exhaust simulation device including: A host computer for control of simulation tests and device calibration functions, as well as for collection of data and producing test reports; A blower and flow controller for simulating a stream of simulated exhaust flow at both constant and variable rates of flow; Flow controllers for injecting a known mass of five analytical gases to simulate both constant and varying levels of those gases in automotive exhaust; and All related plumbing, valves, and cabinetry. The system shall function in such a matter that it can be used for collecting CVS bag and dilute samples and for analyzing raw exhaust gases. The system shall include a warranty and options for a HEPA filter and a external SAO. The contractor shall have total system responsibility, which shall include all phases of the project, design/configuration, assembly, integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation and training of EPA staff. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO 17025 standards Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; program management; and relevant previous experience.
