Description
Strategic Systems Programs (SSP) intends to issue a sole source solicitation for an FY16 contract, with no option years, for TRIDENT Portable Impact Location System (PILS) engineering services in support of the Fleet Ballistic Missile Program. The Contractor shall provide engineering services and support to investigate and deliver reports and technical solutions on PILS architecture changes that support life cycle cost reduction. The topics are to include: 1) PILS buoy reliability 2) PILS buoy energy management, and 3) PILS end-to-end built-in-self-test. The work will consist of level of effort (LOE) tasks. The period of performance for the contract will be 1 October 2015 through 30 September 2016. SSP intends to enter into this agreement with Trident II Research, Austin, TX 78758, because Trident II Research is the only known source that has detailed knowledge of the engineering principles involved with the PILS system, required to support FBM flight missions, detailed knowledge of and experience with integrating the operations of PILS with the unique Strategic Weapons System (SWS), and FBM hardware, and a thorough understanding of and experience working with the Instrumentation support platforms (Launch Area Support Ship (LASS), Navy Mobile Instrumentation System (NMIS)) used in conjunction with PILS during FBM/SWS test operations. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
