- Draft RFP This pre-solicitation notice is provided for informational purposes and is not to be considered a request for proposal (RFP). This pre-solicitation notice is to inform potential offerors of an upcoming requirement for WILDCAD software maintenance; including support, defect/error reporting and minor bugs and fixes. This does not include Development/Modernization or Enhancements (DME). WILDCAD is used to support the National Interagency Dispatch community dispatch multiple resources to all-risk incidents including floods, earthquakes, and large wild land fires. Bighorn Information Systems' product WILDCAD is an internally developed product with on-going technical support and maintenance only provided directly by Bighorn Information Systems. There is no third-party, authorized or unauthorized, that provides this service. If interested, please review the DRAFT Performance Work Statement (PWS). The Government intends to acquire as a commercial item using FAR Part 12, FAR Part 13, and FAR Part 15. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. MST on 04/15/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. If it is determined to offer the PWS the Government's intent will be to award a single Firm-Fixed-Fee IDIQ type contract; period of performance will be a 12-month base year with two 12-month option periods. The eventual RFP will be solicited based on Other than Full and Open competition, and further, will be evaluated on a Best Value Selection basis, as the criteria will be set forth in the RFP The North American Industry Classification System (NAICS) Code applicable to this acquisition is 511210. Interested contractors must obtain a DUNS number and register in the System for Award Management (SAM) in order to transact business with the Government.
