- The Defense Threat Reduction Agency (DTRA) has a requirement for Digital Sensor Certification and Inspection Support. BACKROUND: The National Security Council tasked DTRA to manage the U.S. Technical Equipment Inspection (TEI) Program and to provide certification and subsequent inspections of foreign arms control equipment intended for use in and around U.S. facilities. The TEI Program is currently applicable to Foreign Inspection Team (FIT) equipment and supplies for the New Strategic Arms Reduction Treaty (NST), the Treaty on Open Skies (OS), International Atomic Energy Agency (IAEA) agreements, and the Chemical Weapons Convention (CWC), and may expand operations for future arms control treaties and agreements. Prior to and following treaty inspections conducted by foreign inspectors, DTRA performs point-of-entry (POE) and point-of-exit (POE) inspections of FIT equipment, sensors and supplies to ensure those items are identical to the items specified on the certified equipment list for the specific treaty/agreement. Inspections under any of the treaties/agreements listed above may occur simultaneously. Each treaty/agreement has a specified allowable timeframe to complete the TEI process DTRA intends to negotiate a sole source Cost-Plus-Fixed-Fee contract for Digital Sensor Certification and Inspection Support in accordance with FAR 15.2, as supplemented with additional information in this notice. DTRA believes that System Planning Corporation is the only company that can provide specific and direct radar expertise necessary to accomplish the TEI mission. Market research was previously conducted and it has been determined that this is a sole source requirement in accordance with FAR 6.302-1. Task Requirements: The contractor shall have a working knowledge of the Treaty on Open Skies and be aware of other treaties to ensure the DTRA TEI Program supports operations while protecting U.S. national security interests. Determine how to independently verify sensors are not operated in an unauthorized manner during flight and/or detect the presence of hidden sensors. Determine how to verify that the sensors are functioning IAW specific, declared operating modes (i.e., how to determine which configuration sensor is operating in). Determine how to ensure digital data collected from aerial observation missions is not retained or diverted at points along the collection-transport-process-destroy continuum. Perform and verify permanent, non-destructive erasure of digital data from imagery systems (EO, IR and SAR). Confirm that no modifications have been made to Open Skies aircraft or sensors since certification. Measure/assess the separate and combined effects of electro-optical sensors, infrared sensors and Synthetic Aperture Radar. Ensure TEI personnel have extensive knowledge of all inspection procedures and necessary equipment deemed appropriate to accomplish the certification/inspection of sensors. Attend meetings or events and prepare technical papers, briefings, talking papers, etc. as required. (Contract Data Requirement List (CDRL) A001) When called upon to participate at meetings involving other DoD components and Government agencies, the Contractor shall not commit to work, provide counsel, or in any other way represent treaty management positions without the express permission of the Contracting Officer, the Contracting Officer's Representative (COR), or the TEI Program Manager. This is not a request for competitive proposal and no solicitation is available. All interested sources must provide a Statement of Capability clearly and precisely demonstrating their qualifications and capabilities to fulfill the above task requirements. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
