- In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the Southern California Earthquake Center, to produce a documentary video with component/video/graphic treatments and an accompanying educational toolkit for middle and high school aged students. These resources will be promoted via traditional (earned), digital and social media. All efforts will be evaluated for reach and effectiveness to motivate individuals and organizations to take preparedness actions. The Southern California Earthquake Center is the only organization that is recognized by FEMA to provide these services. The Contractor shall furnish all necessary contract personnel, materials, service, equipment and facilities for expert consultative services and analysis for: Documentary and component video/graphic treatments, Educational materials, Media Outreach and Evaluation. The Southern California Earthquake Center is uniquely positioned in the industry and expertly qualified as a multidisciplinary research and educational community provider with existing business relationships and affiliations, to effectively and timely produce the requirements of the SOW and provide needed video and educational materials that include subject matter content and analysis. For this support, FEMA OCPO intends to award a contract to the Southern California Earthquake Center having a (1) year performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 541611.
