REQUEST FOR INFORMATION VA248-15-N-0840_1 Disclaimer: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be posted on the Federal Business Opportunities(FBO), website(www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Government is seeking small business concerns that can provide Brand Name or Equal, to "Up To Date," software- an evidence based medical algorithmic and comprehensive integrated differential diagnosis and treatment software database subscription. The Government has been utilizing the on-line database subscription that original text is written by over 3,000 authors who are practicing clinicians in their specialties and are at teaching institutions worldwide. Content is a synthesis of evidence-based findings, the physician's clinical expertise and current academic thought. Requirements; The online database shall provide but not be limited to the following key requirements necessary. The database shall ensure information is accurate, authoritative, and relevant to provide support for licensed clinicians who treat and diagnose patients. The software shall be functional at all times for the proper intended performance in accordance with any and all Federal, State, Local, Industry: laws, codes, policies, procedures, standards and any other doctrine thereof. Database Content Minimum Requirements: "Provide the information in narrative format. "Contain extensive rationales for diagnosis and treatment decisions. "Contain charts, graphs and calculators. "Contain emphases on internal medicine and internal medicine subspecialties including cardiology, dermatology, sleep medicine, emergency medicine, endocrinology, rheumatology, gynecology, infectious diseases, oncology, gastroenterology, hematology, and hospital medicine. "Contain consult-level summaries and topics covering internal medicine, its subspecialties, primary care and mental health in a format suitable for use by attending level physicians, students, nurse practitioners, and other point of healthcare providers. "Contain drug information. "Contain comprehensive data in a single product. "Contain related patient education material. "Contain guidelines and summaries. "Provide topic images, tables and diagrams that are available and clearly shown. "Accuracy: The contractor shall ensure database information; "Be updated at a minimum quarterly. "Topics reflect current practice issues and support clinical decisions. "Authors and sources are well recognized subject experts in their fields. "Topics are presented succinctly and with adequate detail to be useful to clinicians. "Contain best practice or evidence-based information in recommendations for diagnosis or therapy. "Contain policies for determining the validity and standards for materials are well described. "Guidelines and summaries include references and/or sources. "Topics images, tables and diagrams are clearly shown. "Content areas are updated on a continuous, incremental cycle rather than on a single anniversary date for the entire product "Contain the date a topic was last reviewed for content is stated and easily found. "Be available online and authenticated by an IP address eliminating the need for username and password. "Provide navigation within the system in logical and easy to use format. "Ensure there is fast access to topics and subtopics. "Ensure topic linking or indexing retrieves material of high relevance quickly. "Ensure the database information product has "user friendly" help and direction aids. "Provide an unrestricted number of simultaneous users to have immediate access from any web-enabled computer within the facility. "Provide database availability access to authorized users 24 hours a day, 7 days a week. Responses All responders must submit a written capability statement of how their software can meet the requirements as described above no later than Friday, March 27, 2015, 12 pm EST.
