See posted J&A for further information. SOLE SOURCE JUSTIFICATION Date: 11/12/2014 Item: Motorola Radio Batteries Estimated Dollar Value: $25,540.00 1. CONTRACTING AGENCY: U.S. Department of the Army, Army Contracting Command TACOM (ANAD), Anniston, AL 36201-4199. 2. DESCRIPTION OF SUPPLIES/SERVICES: 100ea replacement batteries for the Motorola APX 6000 handheld radio and 200ea replacement batteries for the Motorola XTS 5000 handheld radio for Motorola radios located at Anniston Army Depot, Anniston, AL.. 3. CIRCUMSTANCES PERMITTING OTHER THAN FULL AND OPEN COMPETITION (MARK APPLICABLE JUSTIFICATION AND DOCUMENT IN PARAGRAPH 4 BELOW.) a. FAR 6.302-1 Only one or limited responsible source(s). No other type supplies or services will satisfy agency requirement. Check appropriate box and justify in Paragraph 4 below. Authority Citation: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). DOCUMENTATION TO JUSTIFY WHY YOU HAVE CHOSEN ONE OF THE REFERENCES ABOVE: When the Motorola radios were purchased, the IMPRES batteries and charging station solution were included in the purchase. The Smart Energy and Audio Solution (IMPRES) extends the battery life and improves voice intelligibility. Motorola is the sole owner/creator of this IMPRES solution. The IMPRES smart energy system provides automatic, adaptive reconditioning, end-of-life display that maximizes talk-time and optimizes battery cycle life all automatically. Batteries may be safely left on the charger without damaging the battery and batteries are kept fully charged. This allows for the purchase radio batteries less often and saves money. The IMPRES batteries are specifically manufactured for the APX 6000 handheld radio and have a fuel gauge icon (indicator) that is displayed only when the battery voltage drops to low level and the battery needs replacement. Also, the IMPRES battery displays the remaining power of the battery in Mah and the number charges cycles the battery has gone thorough. 5.
