- Request For Information/Sources Sought Notice Draft Statement of Work INTRODUCTION: The Government is issuing this RFI/sources sought announcement as part of market research for the procurement of in-flight internet services. The attached Sources Sought (SS) Notice/Request for Information (RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the U.S. Marshals Service/Justice Prisoner and Alien Transportation Service (USMS/JPATS). PURPOSE: The USMS/JPATS is conducting market research and is seeking written responses with information to assist the Government with identifying potential sources that are interested in and capable of performing the work described in the draft Statement of Work (SOW). The Government is also seeking to obtain industry comments and questions regarding the planned SOW. CONTRACT REQUIREMENT: The U.S. Marshals Service/Justice Prisoner and Alien Transportation Service (USMS/JPATS) is in the process of planning procurement for In-Flight Internet Services for two (2) Boeing 737-400 aircraft. All services shall be provided in accordance with the attached Draft Statement of Work. RESPONSES TO SOURCES SOUGHT: Interested parties are encouraged to respond to this announcement by completing the attached Request for Information and Sources Sought Notice. All interested firms shall also submit their capabilities packages addressing their ability and experience in providing the services in accordance with the attached Draft Statement of Work. Submit your company's experience, qualifications and abilities to meet the requirements listed above. Information shall be submitted by 12:00 P.M. (Central Daylight Time) on April 07, 2015. All responses to the Request for Information and Sources Sought Notice should be emailed or faxed to the POC listed below prior to the response date/time. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications, such as requests for clarification and/or information or questions concerning this notice, should be submitted via email or fax to the POC. Small businesses that are certified and qualified as a small business concern under North American Industry Classification System (NAICS) code is 517410 with a size standard of $30.0 million dollars are highly encouraged to submit their capabilities packages. DISCLAIMER: This RFI/sources sought notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice. No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement.
